. <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES -SEPTEMBER 26, 1995 <br />I. ROLL CALL: <br />Chairman Tallon called the meetiug to order at 7:50 p.m. <br />Present: D. Camerou Alston, T. Brenuan, T. Herbster, R. Koeth, K. O'Rourke and R. Tallon <br />Absent: A. Mauuing <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building Commissioner <br />Conway, aud Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />R. Tallon moved to adopt the minutes of Septeinber 12, 1995, seconded by R. Koeth, and <br />unanimously approved. <br />III. BUII.DING DEPARTMENT REQUESTS: <br />1) Clu-ist The Kiug, 30635 Lorain Road. <br />Proposal to construct to additiou for class rooms and gyuuiasium. Conditional use permit required. <br />Special permit required from board of zoning appeals. Lots must be assembled. <br />Mr. Robiusou, PMR Consultants, W. Schlegelmilch, from Christ The King, and Mr. Brokaw, <br />arclutect, presented the plans. Mr. Brokaw explained that the 38,345 square foot addition would <br />consist of a multi-puipose g}nnnasium, classrooms with offices, and a foyer which would be used <br />during the week for a private elementary school. Two hundred and ninety parking spaces were <br />required, aud 298 will be provided, aud all curb cuts, access drives, lanes, and stall sizes conform to <br />the code requiremeuts. The existing parking area will be re-striped as shown on the plans. All setbacks <br />aud landscape buffers for the new areas will comply to the code; new hedges will be installed between <br />the uew park'vig and abutting residential properties; and existing trees will remain between the present <br />parking aud the abutting residential areas. Underground storm water retention is planned under the <br />new parkiug lot. The parkiug lot light fixtures will be sluelded to eliininate glare on adjacent <br />properties, and the roof top mechanical uuits will be set back on the roof to be less conspicuous. 1he <br />colored reudering showed that the brick exterior on the classrooms will match the brick on the existing <br />buildiug with a split face masoiuy material on the gymnasium which will be trunmed with horizontal <br />bands of brick to minunize the mass of that stiucture and to set it off from the class rooms which <br />wrap arouud it. The augled lines on the facade will reflect the angled lines on the present sauctuary. <br />N1rs. O'Rourke is concenied that tlus will increase the traffic flow ou Lorain, Charles, and Barton <br />Roads. Mr. Brokaw explained that the traffic engiueer has looked at the plan wluch now shows an exit <br />on the southeast corner of Barton Road so drivers cau exit directly onto Barton Road from the church <br />driveway and make left haud tui-us onto Loraui at the traffic sigual. The existing curb cut on Lorain <br />Road will be relocated closer to Barton Road. Mr. Koeth is coucerued that this curb cut would be too <br />close to Barton Road and there could be a conflict with cars in the turning left on Barton. It was <br />determiued that the new drive would be 200 feet to the center line of Barton Road. City Engineer <br />Deiclunami believed that tlus was a legitnnate questiou since there should be storage room for several <br />cars in that lane, and frequently cars will turu into the driveway from the through laue. The members <br />made several suggestions: keep the old drive where it is or eliminate it entirely; reconfigure the Lorain <br />Road drive so that only right turns in and out could be accommodated; or hiring police to control <br />traffic out onto Lorain Road and not have any access onto the side streets. Mr. ScWegelinilch <br />explained that Suuday momings would be the busiest tune, that the elementary school would open in <br />1997, aud they intended to use the g}nnuasium for eveiung functions as well as during school hours.
