She ineutioned other new developineuts, not in North Olmsted, where uew hoines <br />have had flooding problems and also where an above grouud retention pond had flooded three times. <br />She urged the city to proceed cautiously. Councilman Musial advised that his office is across from an <br />above grouud system wluch is fairly well inaintaiued and looks fairly good. He questioned if the <br />developer had considered putting in an uuderground basin and the city could put in a park over it. Mr. <br />Wlutlatch advised that uudergrouud retention this size would be about $10,000. per house. Duriug this <br />couversation, 1VIr. Wlutlatch mentioned that cluldren could still play on this property. Mi•s. O'Rourke <br />disputed this stateinent since the area is to be fenced to provide safety and she does not want this to be <br />advertised as a play area. Mr. Wlutlatch stated that there is no real grade here, there will be no standing <br />water and he maiutained that the word "pond" should never have appeared in the description. Mrs. <br />O'Rourke responded that there would be water in it at tunes and questioned if they were creating an <br />attractive nuisance. 1VIr. Wlutlatch respouded that they would fence it, but children could usually clunb <br />any fence, but he did not tliink it was an attractive nuisance. He clarified that the slope would be more <br />gradual than the one shown iu the pictures, and it could even be cut with a haud mower. He maintained <br />that it would rarely be eatremely deep. N1rs. O'Rourke suggested that, if it were put undergrouud, it <br />could be advertised as a play area and would be a selling point.-Mr. Whitlatch did not tlunk buyers <br />would be willing to spend the extra inouey. Councilmau Musial stated that he realized the developers <br />are putting in more thau they are required to, but he would still like to see the costs of au uudergrouud <br />system as opposed to what is being proposed. Mr. Basalla stated that uuderground would be in the <br />neigb.borhood of a million dollars, and he estimated that this system would cost about $100,000. <br />Couucilmau Lind advised that the ditch that is Uack there now is about 8 to 6 feet deep and cluldren do <br />play in it, even though it is fenced. It was also clai-ified for 1VIr. Lind that Mr. Wlutlatch had refeiTed to <br />it as a potential play area. Mr. Miller advised that the requirements for this area were about tlu-ee <br />quarters of a rnillion gallons, and this basin will hold slightly in excess of tluee million gallons wluch <br />should be a substantial benefit. He further advised that the coustiuction velucles used to construct the <br />improvements, not the homes, would access out onto Lorain Road, uot through the resideutial streets. <br />1VV•. Deichmaun stated that in refereuce to the cominents that the city sho.uld look at the "big picture" in <br />the entire area, he believed that the admiiustratiou had accomplished this with the more restrictive <br />ordinance that was passed last year. He again explained the difference the previous requireinents and <br />the new requireinents. He also advised that the city has cleaned and video taped every sanitary sewer <br />main iu that part of town and has made appropriate repairs where ueeded and, except on Clague and <br />LeBern Roads wluch will be done under this contract, they have done connection repairs iu sanitary <br />covuections that had a problein wluch was for approximately 2,000 houses. He mentioned various <br />projects that have been done or are ui the process of being done in the area from Columbia Road, east, <br />and Clague Road, uorth. He woudered how the picture could get inuch bigger. He believed that the <br />residents should see siguificaut improvements, especially if this project goes tlu-ough since it provides <br />fai- tnore stol-m water retention thau is required. In reference to a inoratorium, he questioued why <br />should a project be stopped, if it would provide more than was required. Since the city has been <br />advised to inove cautiously, then allowing a project to Ue built that will give more than requu'ed would <br />be cautious. He agreed that there were stil] problems left, but some of these areas are being addressed <br />iu the capital improvement plan. He believed that this was a win-win situation since this will help the <br />city. Mr. Dubelko advised that planniug coimnission canuot require a developer to install more <br />reteution underground than what the code requires of them. Mrs. Spaulding stated that this evening's <br />discussion ouly perta'vied to storm water retention, and she did not believe that this developmevt should <br />be approved just Uecause tliey ai•e doing this whicli N1r. Deichmami's remarks would seem to indicate. <br />She urged the cominission to look carefully at what is going to be done with sanitary problems as well. <br />The members discussed the motion. R. Tallou moved to accept the proposal of Bridgeport Subdivisiou <br />(No. 2) for Wlutlatch Developtneut Coinpany, I'relimiuaiy Plan to subdivide Permanent Parcel No. <br />5
