.? <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES -OCTOBER 10, 1995 <br />I. ROLL CALL: <br />Chainnan Tallon called the meeting to order at 7:45 p.m. <br />Present: D. Cameron Alstou, T. Brenuau, R Koetli, K. O'Rourke, and R. Tallon. <br />Absent: A. Manning. <br />Also Present: Assistant Law Du•ector DuUelko, City Engilieer Deichmann, Buildiug Commissiouer <br />Conway, Assistant Builduig Conunissioner Rymarczyk, and Clerk of Cominissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />R. Tallou moved to adopt the iniuutes of September 26, 1995, seconded by K. O'Rourke, and <br />uuauimously approved. <br />III. BUII,DING DEPARTMENT REQUESTS: <br />1) Cluist The Kuig, 30635 Lorain Road. <br />Proposal to construct to addition for class rooms aiid gyinnasiuin. <br />Heard by board of zoning appeals October 5, 1995. <br />Parcels must be combined. <br />Mr. Robinsou, consultant, Mr. Brokaw, arclutect, aud Mr. Sclilegehnilch, an admuustrator of the <br />church, preseuted the plans. Mr. Robiuson advised that the board of zoiung appeals had granted the <br />special pei7nit. T7iey will agree, as suggested by the traffic engineer, to use the existuig curb cut instead <br />of relocating it. Mr. Brennan uoted that they had been willing to clean the ditch in the rear of the <br />property. Mr. Robinson stated that he would work with the city, or with whomever is responsible for <br />the ditch, to clear it out; however, they do uot believe tliat they should desigii a ditch, and would have <br />to be told what depth it should be. NLr. Herbster believed that the open ditcli was to be piped in since <br />the plans show sluubs where the ditch is. Mr. Robiusov responded that these were existing trees and <br />sluubs along the edges of the ditcli. City Engineer Deiclimami recommeuded that they clean the <br />vegetation out of the ditch tliat is oii tbeir pi-operty. He expla'vied that there are sotne flooding problems <br />in the area but the city had been unable to get all the temporaiy easements necessary to clear out the <br />ditches, but they did do soine stoi-in sewei- work oji Bartoii Road. T7ie Engilieer Department has not <br />received the detailed engineering drawings for the reteution system as yet. Tlie developers submitted <br />cuts of the light fixtures which will be oii 25 feet high poles. The new building would be 32 feet lugh, <br />aud the top of existiug sanctuaiy is 44 feet high. T1iey agreed to install hedges along the existing parking <br />adjacent to the residents on Charles Road, but tlus was not part of the orig'vial plan. 1VIr. Scblegelmilch <br />advised that all the lights are on electric eyes and are oii all uight. There are also tlu•ee Dluminating <br />Coinpany lights aloug the rear foi- secuiity. Mr. Breiiiian suggested wall paks oii tlie building for <br />security to elimulate light pollution. Mr. Tallon recoinmended that the viue lights aloug the residential <br />property luies be lowered to 15 feet liigli. Mr. Robuison advised that the uewer lights have a diffusion <br />that directs the light away fi-oin the residejits. Mr. Tallou responded that the liglit would still be visible <br />and also questioned wliy they needed to wasli the uew poitiou of tlie buildiug witb liglit since tliese were <br />school rooms and a gymuasitnn, uot a used car lot. Mr. Robinsou responded that the church is lighted <br />now, and they wanted to keep the sanle appearavice oii Loraiii Road. Mr. Tallov believed that tlus <br />would be seen by the resiclent oii B11rt011 Road, siuce these lights would be oii all iught. N1r. Robinsou
