Burk / Building Commissioner Conway <br />5200 Dover Center Road <br />North Olmsted, Ohio 44070 <br />RE: Licensing of Private Home Inspectors <br />Dear Sirs / Madams : <br />It has again been brought to my attention that your Board has called a special meeting on 7/13/95 for the <br />purpose of implementing a program of licensing / registration of private home inspectors. 1 have enclosed <br />a copy of The American Society of Home Inspector National and. Ohio Chapters' position statement on the <br />issue of licensing home inspectors. It is very clear the direction you propose to take is in direct conflict with <br />this statement. To attempt to,register or license any professional on a municipal level when rendering a <br />professional opinion rnises numerous issues. <br />Is it the City of North Olmsted's intention to register or license RealtorsR when they render their professional <br />price opinion on a home? When an appraiser appraises a home? When an Interior Designer does a new <br />home layout? When a Kitchen and Bath Planner tells you their professional opinion on your kitchen or <br />bathroom? A Home 1ns-pP.ctor is a Professional rendering a professional opinion, he/she is not a t:adesman, <br />conhactor, nor is he/she perfornvng repaus or mau?tenance on the propezty. His/her report is <br />confidential and for the exdusive use of the dient <br />He/she is not a Code Fnforcement Official of the State, County or City. He/she is employed by the client <br />and he/she is not responsible to report his/her findings to anyone without the clients' permission. <br />What the City proposes and is requiring is for the inspector to tum over his/her report or fill out a <br />secondary report; this raises not only moral issues but legal issues. Who is the inspector working for, the <br />cllent or the City?
