?w' ? <br />??--- <br />8/22/95 <br />City of North Olmsted <br />Board of Building Code Appeals <br />5200 Dover Center Road 44070 <br />North Olmsted OH 44070 <br />(216)777-8000 <br />To whom it may concern: <br />Based upon limited information available it has come to the attention of our <br />organization that the proposed "program for registering private home <br />inspectors by the City of North olmsted" appear to bring up some very serious <br />issues. The issues raised appear to have both legal and ethical implications. <br />The private, pre-purchase, general home inspection is an information gathering <br />process designed to provide the client (the person paying for the inspection) <br />information they require concerning the condition of the mechanical/structural <br />systems at the time of the inspection. <br />1)-The inspection process is not designed nor intended to be a vehicle by <br />which municipal officials can pry into the client's gerson al affairs. <br />Clearly by-requiring that information gathered during the inspection to the <br />Gity of North Olmsted, innasion of privacy issues are raised. <br />2) The information collected during a private, pre-purchase general inspection <br />is not designed to "snitch" to the City of North ol.msted about the conditions <br />which exist at a aitizen's residence. Clearly, invasion of: privacy issues are <br />again raised. <br />3) Confidentiality issues and privileged information issues are raised. Will <br />North Olmsted next require other professionals to reveal information about <br />their clients to the City of North Olrnsted? Will MD's and Attorneys <br />practicing in the.City of North Olms-ted be required to file information about <br />their clients activities with the Health and Law Departments?
