putting in sections of board on board fence, it would not be solid. She stated that they have no privacy
in their back yard, they are totally open from the front yards of the cul-de-sac. She clarified for Mr.
Gomersall that the section by the patio is to screen their patio from cars coming around to the cul-de-
sac. She pointed where they were leaving open spaces so it would not look boxed in. J. Maloney
moved to grant the variance to Carl and Lynn Polo, 4688 Carsten Lane for a 35 foot variance to install
sections of 6 foot high board on board fence abutting the front setback of the adjacent house and an 8
foot variance to install sections of 6 foot high board on board fence which are 8 foot wide in required
side setback that spaces will be left in-between as diagrammed in this plan. Violation of Ord. 90-125,
Section 1135.02(fl. The motion was seconded by R. Gomersall, and unaniuiously approved. Variance
granted.
8. Water Tower Square Shopping Center, 27240-27270 Lorain Road.
Request for variance (1123.12). Request variance to have changeable copy sign advertising individual
tenants on pylon sign. Violation of Ord. 90-125, Section 1163.12(h).
Chainnau Gomersall called all interested parties before the board. The oath was administered to
Mr. Papandreas, representing the developer, and neighbors, Mr. and Mrs. Herbster. It was clarified that
Factory Card Outlet would not have an insert on the grou.nd sign since this one unit was split off for a
smaller tenant, there was a tenant for the balance of this space, but they are not going to take it now.
This sign will be constructed of the same material as the shopping center. The inserts with the tenants
names can be slid out and replaced when necessary, this is not actually a changeable copy where
advertising messages can be changed at times. It was decided that the motion should read tenant
identification sign. R. Gomersall moved to grant the request to Water Tower Square Shopping Center,
27240-27270 Lorain Road, for a variance to have a changeable tenant identification copy advertising
individual tenants on a pylon sign. Violation of Ord. 90-125, Section 1163.12(h). The motion was
seconded by M. Boyle, and unanimously approved. Variance granted.
Mr. Papandreas then presented a colored rendering of the shopping center showing the signage as
proposed with the four wall signs that will be discussed. He explained that the intent was to create focal
areas where the signs could be placed on the entry canopies. Each sign has internally illwninated channel
letters wluch are mounted to the fascia. Sign areas were allotted to each tenant and have been utilized.
The colors are compatible with the building.
9. Factory Card Outlet, 27240 Lorain Road.
Request for variance (1123.12). Request variauce for second wall sign. Request 120 square foot
variance for excess signage for a business unit. Request. 9 square foot variance for one wall sign over
the maximum square footage allowed and 54 square foot variance for second wall sign over the
maximum square footage allowed. Violation of Ord. 90-125, Section 1163.12.(a) and 1163.11(a).
Chairmau Gomersall called all interested parties before the board. The oath was administered to Ms.
Ziegler, sign contractor, who was representing the business. Mr. aud Mrs. Herbster had been swom in
previously. Ms. Ziegler explained that the second wall sign would be on the side elevation. Mr.
Papandreas pointed out the location and explained that this sign would actually face north. Ms. Ziegler
explained that, other than cards, the store sells party supplies, and balloons which are indicated on the
side sign, but their name on the front does not indicate that. They only have 34 feet of frontage and are
the smallest store in the plaza. Mr. Gomersall asked why they did not take the architectural review
board's recommendations. Ms. Ziegler stated that the owner had opted to present the proposal as it had
4
