v ?
Conway advised that the code is clear that this is a sign. Mr. Maloney agreed that it was more attractive than
a blank wall. Mr. Kobenia questioned if it was necessary for their business to have this sign. Ms. Marquez
believed that it drew people into the restaurant. Ms. Boyle stated that they could have just put the name of
the restaurant on the building since there was a blank wall where other buildings had windows. Ms. Scebbi,
who had been sworu in previously asked to cominent, and advised that when she first saw this restaurant,
she thought it was part of the motel, with the mural it looks like a separate restaurant. Mr. Koberna
iuiderstood the coucern about setting a precedent, but believed that each case the board hears must be
decided individually. Mr. Malouey stated that if this were in a shadow box, it would be more defined as a
sigu. W. Purper moved to;grant the requests to Nuevo Acapulco/Roberto Ramirez, 24409 Lorain Road, for
a variance for a second wall sigu (attractive device, Section 1163.04G); the 6 foot 1.54 inch height variance
for a sign; the 69 square foot variance for excess sign area over that permitted for a wall sign; the 84.5
square foot variauce for excess sign area permitted for a business building; and a 118.5 square foot variance
for excess total business use signage. Violation of Ord. 90-125, Sections 1163.12(A); 1163.11(B) and (A).
The motion was seconded by M. Boyle and unanunously approved. Variances granted.
9. Lone Star Steakhouse and Saloon of Ohio located on the south side of Countrv Club Boulevard, east of
Cn-eat Northern Blvd. aud west of Columbia Road.
Request for variance (1123.12). Request variance to have 2 additioual wall sigus; i-equest 397 squai•e foot
variance for excess. busuiess use siguage; request 376 square foot variance (all 3 wall signs) for excess
business building siguage; request 87 square foot variance for excess signage for all 3 wall sigus; request
variauce for 4 foot 3 iuch height variauce far all 3 wall signs; request 10 square foot variance for excess sign
area for gromid sigu; and request 3 foot excess height variance for grouud sign. Violation of Ord. 90-125,
Sections 1163::12(A); 1163.11(A); 116.11(B);1163.12(A); and 1163.12(B).
Chau-inan Gomersall called all interested parties before the board. The oath was admivistered to Mr. Colsou,
Lone Star, Mr: Kauffmavu, sigu consultaut, Mr. Newberry, engineer. Building Commissioner Conway
clarified the requests as writtev and explaiued that there is a factar that states the total siguage allowed
based on the ratio of the footage of the building that allots square footage for both building sigus aud off
buildiug sigus. Aud the thu•d request is for a sigu over 75 square feet which is permitted for any wall sigu so
each of the tlu-ee wall signs are larger than the maximum individual sign permitted. He explained that the
height of the sign is figured from the bottom of the letters to the star on top. The ground sign is three foot
lugher than is allowed. It was clarified for Mr. Maloney that the letters on the words "Lone Star" were 22
iuches lugh aud the words "Steakhouse aud Saloon" were 14 inches high. Mr. Kauffinann advised that the
way North Ohnsted ineasured the sigus, the_y need tlus large a variance, but 60% of the area measured was
dead space; and the way they measure it, the variance would only be 10 square feet. Mr. Kauffinann stated
that their free standing sign is desiguated as a ground sign, but it does comply with the codes for a pylon
sigu. T1ie sign is 5 foot lugh by 12 foot 9 inches wide, and Mr. Conway explained that a pylon sign has to
be taller than it is wide, If the sign were designed differently it would meet the codes for a pylon sigu. Tlie
inembers studied the location of the sigus, and Mr. Colson explained that they had rotated the building to
face Countiy Club Boulevard to avoid other variances on the property. The members studied the plans. Mr.
Maloney asked if they could possibly eliminate oue of the three building signs. Mr. Kauffmann stated that
they believed that all sigus were necessary siuce they had no direct exposure to Great Northern Boulevard
and that when Wal-Mart is opened they will ueed the sign facing east. J. Maloney moved to graut tlie
requests of Loue Star Steakhouse and Saloon of Oluo, located on the south side of Country Club
Boulevard, east of Crreat Northein Blvd. and west of Columbia Road, to have 2 additional wall signs; a 397
square foot variance for excess business use siguage; a 376 square foot variance (all 3 wall signs) for excess
business building siguage; a 87 square foot variance for excess signage for all 3 wall signs; a 4 foot 3 iucli
height variance for all 3 wall sigus; a 10 square foot variance for excess sign area for ground sign; and a 3
5
