? <br />Road. Zoning is Retail Business, General, entirely, and the proposal conforms to Zoning Code <br />requirements for frontage and area. <br />Mr. Acciarri, presented the plat. The members had no problem with the lot assembly. R. Tallon moved <br />to accept the proposed McGlaughliu-Smith Consolidation Plat, as requested by plamiing commission, <br />which is to combine permanent parcel nu.mbers 234-20-17 with 234-20-18 and 19 (previously combined <br />as Simmons Subdivision Number 2) into one (1) parcel, which is the site of the proposed O.S.V. <br />Productions Building at Christman Drive and Lorain Road. Zoning is Retail Business, General, entirely, <br />and the proposal conforms to Zoning Code requirements for frontage and area. The motion was <br />seconded by K O'Rourke, and unanimously approved. <br />2) Bridgeport Development Plat and Improvement Plans. <br />The proposal, originally submitted by Whitlatch & Co. and approved by North Olmsted Plamiing <br />Commission and Council, for the two (2) abutting subd.ivisions now combined, is for fifty five (55) <br />residential sublots, and one (1) pond area, all from originally platted parcels 231-14-1, 2, 3, 4, and 231- <br />11-43. Location is north of Lorain Road between Clague Road and West 231 Street. Zoning is "C" <br />Residence, Single, entirely. <br />Mr. Sheehe, engineer, and Mr. Bloch, owner, represented the builders. Mr. Brennan asked if the bu.ilder <br />intended to conform to the previously agreed to requirements for storm water retention that had been <br />required for the Whitlatch Development. Mr. Sheehe advised . that the engineers :had reviewed the <br />documents and this would conform to the previous arrangement. He stated that they would like to start <br />work on the retention system as soon as possible. Mr. Brennan noted that Mr. Whitlatch had reached <br />some agreements with the residents, some of which have akeady been broken, specifically having a <br />construction road from Lorain Road which is now impossible because of the development on Lorain <br />Road. He believed that there was concern about the retention basin which is to serve the entire area and <br />he wanted to make sure that it went in as agreed upon. Mr. Sheehe responded that the retention basin <br />could be field verified by the city once it was constructed. Mr. Herbster asked if any changes were made <br />to this project. Mr. Sheehe stated that the only changes that were made were those requested by the <br />Cleveland Water Department and the City Engineer during their review and he noted that their <br />engineering company worked on the Whitlatch design. The residents were then asked for their <br />comments. Mr. Margevicius, a resident and a civil engineer, who presented a letter (see attached) at the <br />begiuning of the meeting, advised that he has reviewed sheets 14A and 15 of the engineering plans but <br />was unable to get the other information he wanted. He believed that the system is undersized and <br />maintains that the standards used by North Olmsted are outdated and behind the current standards since <br />the U. S. Weather Service has new data that suggests that the code under predicts rainfall by 25%. He <br />further advised that the area of the basin is large enough to be expanded by about 35% which would <br />probably make it adequate. He clarified that this is no fault of the engineer, but the new data suggests <br />that our area is getting rainier and the basin should be adjusted for that. He asked for more time to <br />review the balance of the sewers, to put to rest his concerns and those of his neighbors. Mr. Sheehe <br />responded that North Olmsted probably had the most stringent requirements in Cuyahoga County and <br />they are conforming in every way to those requirements. City Engineer Deichmann agreed. Mr. Sheehe <br />maintained that they are allowed a certain amount of discharge and they are under it by 15 % and the <br />pond has additional 1.5 feet of storage above and beyond what has been included in the calculations so <br />there is some additional capacity built in. He believed that the design is conservative and conformed tQ <br />stringent guidelines. If the builders can use the additional materials that would be removed from the <br />basin on the site, he believed that they might be willing to expand the pond. Mr. Sheehe stated that, <br />based on the stonns of the past 8 to 10 years, some people do believe that the data that has been used <br />4
