? <br />? <br />He clid not believe that they could put the front of the bu.ilding in the back, so the parking would be in <br />the back, as suggested by the members, since it might be difftcult to find the entrance. Building <br />Commissioner Conway advised that the parking for the addition would have to be constructed in the <br />back. Mr. Stein explained that, since their facilities are the same, they know what their parking needs <br />are, and the parking is only filled on weekends. He clarified that the retail store was a convenience for <br />the leagues, there would be no exterior entrance to it and it would be operated by a sporting goods <br />store. The concession stand would be operated by the management. Mr. Schmidt explained that this <br />building will not be in the industrial park, its size fits into an industrial area, and it would be a cleaner <br />operation than a light industrial use. Mr. Manuing likes the concept, but had a concern because the city <br />has been trying to develop this area for light industry. He would like to check the German Club in <br />Olmsted Township which has indoor soccer to see how they are doing. Mr. Schmidt advised that other <br />facilities are going to 1:00 a.m. to keep up with the demand. Mr. Brennan is concerned since the tax <br />revenues will be less, and it'might set a precedent for other sport facilities. He believed that this area <br />is ideal for industry because of its proximity to the turnpike and airport. Mr. Schmidt pointed out that <br />if there is ever a demand for this property, its use could be converted.. Mr. Herbster, who is affiliated <br />with the soccer league, agreed there was a need. Mr. Stein will submit the figures on the amount of <br />revenne that this will generate for the next meeting. He stated that they have three sessions during the <br />season and will possibly have in-line hockey in the off season. He estimaxed that there would be at <br />least 60 games a week with 11 to 12 players on a team, and its costs about $15 per session, per <br />member of a team. Mr. Manning recommended that he have all these figures and the figures on the <br />need to the board of zoning appeals, especially if the city is going to change the use. Mr. Brennan <br />noted that this area is zoned industrial and he is concerned about maintaining the continuity of that <br />area. He explained that corporations in the county have to pay a personal property tax which goes <br />directly to the schools, and he would like more industrial uses, and questioned using this land for this <br />use. Mr. Manning wondered if this could go on the recreation center property since it might be <br />competing with the city recreation center. Mr. Stein disagreed since cities could not afford to build <br />indoor soccer fields, and the only other place this could go would be on commercial property which <br />probably brings in more tax revenue than industrial. He also noted that a warehouse, with only one or <br />two employees might bring in less. Mr. Arnold, the next door resident who was concerned about the <br />traffic at 4:00 p.m, was advised that their drive will be 350 feet away from his property. Mr. Brennan <br />commented that the city of Strongsville is having a problem with an industrial tenant who opened a <br />baseball school in their industrial park, since they are trying to maintaiu the integrity of the industrial <br />park for industry. A Manuing moved to refer the Soccer Zone proposal, west end of Lorain Road, to <br />construct indoor soccer field in Limited Industrial District, to the architectural review board and board <br />of zoning appeals with the recommendation that the variances be approved. The motion was seconded <br />by T. Brennau. Roll call on motion: Cameron Alston, Herbster, and O'Rourke. yes. Mr. Brennan, no. <br />Mr. Manuing abstained. Assistant Law Director Dubelko advised that an abstention should be counted <br />with the majority, so the motion carried. <br />N. NEW DEVELOPMENTS AND SUBDNISIONS: <br />1) Schmidt Assembly Plat. <br />The proposal is to combine permanent parcel Numbers 234-08-1, 3, 4, 5 and 234-09-12a into one (1) <br />parcel, which is the site of the currently proposed Soccer Zone facility. Location is the south side of <br />Lorain Road west of the North Olmsted Industrial Parkway. Zoning is limited Industry/ Industrial <br />Park entirely. <br />4
