Je <br />number of corporate offices would generate interest in having offices in North Olmsted. Mr. Corsi <br />responded that they have had that rating for many years, but most choices for offices have been <br />elsewhere in the area. He believed that Biskind Development Company has been trying to entice office <br />users here for a good number of years. Mr. Manning wondered if this hotel should be so close to <br />homes and the apartment, and suggested that it be located closer to the other hoteL He believed that <br />the hotel residents might stay for the weekend and there could be a negative impact on the residents. <br />Mr. Corsi did not view this as a negative impact. Mr. Franks, a resident whose lot abuts this property, <br />e}cplained where the adjacent lots were located. He had no problem with having the hotel and would <br />prefer to see the property developed since it is in disrepair and is a hideout for youngsters. He stated <br />that he had been concerned when the apartment was built, but there has been few problems with it, <br />other than blowing debris. Mr. Hatfield, NOSO, advised that it was almost impossible to get rooms on <br />the weekends for the soccer tournaments. He recently stayed in a similar facility, and stated that these <br />are not low end hoteLs, like there are along Lorain Road. A. Manning moved to approve the <br />amendment of the preliminary land use plan to propose a hotel (5tudio Plus) at Great Northern <br />Technology Park, to be located on the south side of Country Club Boulevard, east of Victoria Plaza <br />Apartments. The motion was seconded by T. Brennan. Roll call on motion: Mauning, Brennan, <br />Cameron Alston, Herbster, and O'Rourke, no. Motion failed to pass. <br />2) The Soccer Zone, west end of Lorain Road. <br />Proposal to construct indoor soccer field in Limited Industrial District. <br />Referral to architectural review board and board of zoning appeals is required. <br />Mrs. Schmidt, who owns the property with her husband, explained that Soccer Zone, Incorporated, <br />will manage the facility. The president of the company could not be present due to illness, but she <br />presented information which he has provided, including photographs of a similar facility in Michigan. <br />She introduced Mr. Stein and Mr. Obushon, architects, who advised that Soccer Zone had three <br />facilities operating in Michigan, and several more are being planned. This development will have two <br />fields initially with bleachers for about 160 people for each field, and there is a possibility of adding <br />another field later. The building will include offices and a small pro shop, and will be designed similar <br />to a hockey rink. Indoor soccer is different than outdoor soccer since it is faster and the field smaller. <br />They will have sessions from 4:00 p.m. to 11:00 p.m. weekdays and on weekends from early morning <br />through 11:00 p.m. They have done traffic studies for industrial districts in the Detroit area, and their <br />trip generation per day is somewhat higher than an office or light industrial use, but peak period loads <br />would be lower. Most of their bu.ildings are in industrial areas, because the land is less expensive; the <br />buildings are more suitable for that area; and it is easier to get financing since these are pre-engineered <br />metal buildings which could be easily be converted to an industrial use. In order to build in this district, <br />they will need a use variance and will also be requesting a variance to have parking in the front since <br />the entrance is in the front. The building meets all requ.ired setbacks at this time, but at the time of the <br />expansion other variances might be needed. If this would be converted to an industrial use, the front <br />parking could be removed, since there is also parking on the side. There will be landscape buffers <br />installed on the perimeters of the properiy. The metal building will have split face block up to about 7 <br />feet high around it and on the entrance area; there will also be a blue metal rib fascia and a two color <br />band to break up the mass of the building.. In response to the members questions, Mr. Stein advised <br />that they have 3 facilities, two 2-field and one 3-fields, two of which are in industrially zoned areas, <br />and one is an area that is adjacent to a railroad track but is zoned for a recreational area. They usually <br />operate until 11:00 p.m., but occasionally they might make an exception and stay open until midnight. <br />3
