<br />McDermott had no problem with the design except possibly relocating some of the detention to a <br />different area. Mr. Gabriel asked if this would help his existing standing water problem which had started <br />3 or 4 years ago. He explained that some neighbors, who had been unable to attend the first meeting, <br />were present tonight, and there is a new owner, who has not moved in yet and knows nothing about this. <br />It was clarified that this would be underground retention, and the water would empty into the ditch <br />gradually. Mr. Gabriel stated that the water does not seem to drain into the ditch and he wondered if the <br />city could take care of their problems while it was approving this. Mr. Deichmann explained that the <br />proposed retention will not make the situation any worse and it will probably improve it since it will slow <br />down the water that is flowing into the ditch. The city is aware that work needs to be done in the <br />Canterbury area includ.ing in this ditch. He does not lnow when the city can do the conections. He <br />stated that they needed to do some retention on the recreation center property. Mr. Gabriel advised that <br />their problems did not start until Great Northern Dodge started expanding, removed trees, and raised the <br />grade. Mr. Deichmann believed that part of the problem was that the city cleaned out the storm sewers <br />on the recreation center property and there needs to be more retention there: Councilman Limpert stated <br />these back yards are practically lakes and the water stays for weeks. He does not know if the problem <br />was caused by Great Northern Dodge or the recreation center, but there is a serious problem. Mrs. <br />Schwartz, a resident, stated that they had no problem until a few years ago, and now both their hot water <br />tank and the furnace have gone off because of water in the basement. She wondered if the connecting <br />building, which was behind her house, would make their problems worse. It was explained that the <br />gutters and down spouts would direct the water to the retention system. She also stated that there would <br />not be room to plant anythiug behind the addition because the asphalt came right up to the fence. The <br />landscaping is to be installed from the rear of the building back and It was suggested that a board on <br />board fence could be installed beyond that. It was clarified that there was no retention on the Great <br />Northern Dodge property now and that the retention on the recreation center is going to be installed <br />sometime in the future. Mr. Burke stated there would be catch basins throughout the property and the <br />water channeled to the middle of the parlcing lot and let out at a slow rate. The members studied the <br />grades and it was determined the grade would have to be raised on the west side of the property. Mr. <br />Shartman had offered to put slats in the chain link fence, but the neighbors did not want that. The <br />members discussed the fence with the neighbors, and if one is installed adjacent to the homes, Mr. <br />Shartman believed that some of the residents' trees that are on his property would have to be trimined. <br />Mr. and Mrs. Schwartz and Mr. Gabriel had no problem with the trees being trimmed and believed that <br />a board on board fence would be an improvement. Mr. Tallon stated that 6 foot a board on board fence <br />should begin from the start of the landscape area to the rear of the addition at which point new <br />landscaping would be installed. The neighbors had no problem with them trimming the trees, but would <br />not like trees removed. A revised drawing should be submitted for architectural review board. Chairman <br />Tallon moved to accept the proposal of Great Northern Dodge, project number 2, located at 26100 <br />Lorain Road and to send it on to architectural review board for landscaping and other amenities that they <br />will look at. The new plans should show the dumpster in the center aisle at the rear of the body shop <br />building, the loading zone; the 15 foot rear buffer; the inclusion of a 6 foot high, board on board fence on <br />the west border from the landscaped area to the rear of the proposed addition on the west border; the <br />landscaping on the north west corner is to be increased with alternate plantings to shield the parking lot <br />and the landscape area is to be 15 foot buffer on the rear and on the side. A complete landscaping plan <br />should be presented to the architectural review board, and the elevations on the west side must be <br />changed so that water will drain into the ditch, and to make sure the drainage does not go up hill. The <br />proposed new building will be removed and the properties will be combined. The motion was seconded <br />by A. Mauuing and unanimously approved. This proposal will have to return to planning commission <br />after architectural review board. It was clarified that project number 1 will be going to bzd whenever it is <br />called. <br />2
