L <br />43,ti <br />seconded by T. Herbster, and unanimously approved. It was clarified that this proposal is to go on to <br />the architectural review board, but it will not have to return to planning commission. <br />? <br />2) Brendan Place, 23823 Lorain Road. <br />Proposal to construct addition to office building. <br />Referral to board of zoning appeals is required. <br />Mr. Mongello and Mrs. Kemp-Kopco, architect, presented plans. Building Commissioner Conway <br />advised that this proposal will have to go to the board of zoning appeals since this build.ing is non- <br />conforming due to the changes in the zoning code that were made in 1991. The face of the building is <br />72 foot back instead of 75, and the side yard is 29.5 feet instead of 50 feet and a special permit will be <br />required to add to a non-conforming building. Mr. Mongello advised that a variauce will be needed for <br />the second floor of the addition because the overhang will be in line with the existing. There is a 10 <br />foot, 6 inch drive on the west side which is noted as' a fire access, aud members questioned if this was <br />enough room for fire truck access. Mr. Mongello eacplained that drive was far circulation around the <br />building, and the 10 foot 6 iuch, dimension was to indicate the rating on the fire wall. Mr. Conway <br />stated that the code required 10 foot, and on a building that is 60 foot deep the Fire Department will not <br />run a truck down the side. It was decided to ask the Fire Department if they had a problem with it. If <br />the drive is not used for access, Mr. Herbster would like that area to be green space rather than paved. <br />Mr. Mongello stated that they would prefer a drive for traffic circulation within. the property and also <br />for snow plowing in the winter. Mr. Brennan stated that replacing the drive with landscaping might <br />cause a maintenance problem because it would be an island of lawn. Mr. Mongello noted that there was <br />an abutting drive on the ne}ct property and there would be a problem with grades and the property <br />owner next door was considering developing the rear of her property. Regarding the variance for the <br />corner, Mr. Conway explained that the old code required a 25 foot setback, the new code requires that ? <br />the side yard of the building match the setback of the building immediately adjacent to the rear. Mrs. <br />Kemp-Kopco explained that the dumpster will remain in the same location and the materials will match <br />the existing. Mr. Mongello stated that the addition would be for office use, there would be no retail. R. <br />Tallon moved to refer the proposal of Brendan Place, 23823 Lorain Road, to construct and addition to <br />an office building, to the board of zoning appeals and recommend that the variances be granted. The <br />commission would like the Safety Forces to look at the driveway on the west side of the building after <br />the new addition is constructed, and if the Safety Forces have no problem with the drive, the proposal <br />does not have to return to the commission. The motion was seconded by T. Brennan, and unauimously <br />approved. <br />N. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) State Farm Insurance Rezoning Request. <br />The proposal is to rezone permanent parcel numbers 232-10-23 and 232-10-24, from the existing <br />zoning of `B' Residence, Single Entirely to Retail Business, General, entirely. Location is north <br />abutting to 27788 Lorain Road, with frontage on Dewey Road. <br />Mr. Strelau, architect, explained the proposal. He asked that the application be changed to reflect that <br />this property is not owned by State Farm, but rather by Mr. Ondich, a civic-minded, 37 year resident of <br />this community, who has owned this business for 21 years. Mr. Strelau stated the zoning in this area <br />was established by grandfathering-in the eausting uses. Mr. Ondich would like to build a new office <br />building, north of the existing office, to house both his business and his son's business and intends to <br />lease the building on the corner. Mr. Strelau believed that this proposal meets all code requirements and <br />no variauces are required. He presented a conceptual development plau and advised that they intended <br />2
