As the members reviewed the plan, it was reiterated that they would like to keep the residential <br />? flavor of the neighborhood intact. Mr. Strelau stated that this is to be rezoned retail, but it is for an <br />office use. The plan also includes buffering this parcel from the street as well as buffering along both <br />Dewey and the northerly property line. Currently there is no buffering from the existing residential land <br />and the general business district.. It was clarified that they will landscape and buffer the residents from <br />this development. There will be low volume traffic, normal business hours, and low lighting. The plan <br />is to keep the existing bu.ilding and tie in the parking. Mr. Strelau stated that they wish to keep the <br />existing curb cut along Dewey aud are proposing an additional curb cut which will be peipendicular to <br />the adjoining property lines. He explained that Councihnan L'unpert felt that the landscaping and <br />buffering would beautify the area and enhance property values. Mr. Herbster stated that there is no <br />guarantee on what will be there ten years down the road. He felt that rezoning this property will be <br />effecting s'vc residential houses and including them in the traffic of a retail area. Mr. Strelau reiterated <br />that Mr. Ondich has a good history in this city and hopes to pass this traditiou on to his son. In <br />addition, he again noted that they have proposed the buffering, fences, and.landscaping to create a <br />decorative barrier between this zoning and the residential zoning. Mr. Brennan stated that this hearing <br />is for rezoning only, the building is secondary and he felt that rezoning this parcel would further intrude <br />on the surrounding residential properties: In comparing this property with others on Lorain Road, Mr. <br />Strelau stated that most retail properties have a 200 foot depth, whereas tlus property is 100 foot deep. <br />He claimed that, although it may seem this proposal infiringes on the surrounding residents, it is <br />consistent with other properties on Lorain Road., R. Tallon invited any interested resideuts to speak <br />before the board. Mr. Hebebrand, a resident, asked if the residents could see the plans. Mr. Tallon <br />iaivited the all the neighbors to view the plans and explained that this is only a concept and not <br />• necessarily the proposal that will be brought forward. It was clarified that this proposal is for rezoning <br />only and if the rezoning is approved, the building would be discussed at a later date_ Mr. Tallon <br />explained that if this is rezoned as retail, Mr. Ondich can put anything in there that is compatible to <br />retail zoning. Mr. Koeth added that this can only occur with the planuiug commission and architectural <br />review board approval. The residents discussed this proposal with the commission. Mr. Hebebrand <br />stated that in 1965 and 1969 the commission had meetings on the same thing and that if this property is <br />rezoned the people on Dewey Drive would see nothing but businesses. He felt that tlus would effect the <br />property values of the surrounding area. Mr. Tallon explained plauning commission does not rezone <br />but rather recommends to city council, ancl city council makes the final decision. He further explained <br />that this board will consiiler all the residents' concerns in making their decision, as will council. He <br />encouraged the residents to express concems to their councilmen. A resident stated that this is a dead <br />end street and he is concerned about the traffic. If people miss the office building they may turn down <br />Dewey and turn around in the resident's d.riveways. The resident stated that this property is a natural <br />barrier which protects them from the noise pollution on Lorain Rd. Mr. Hebebrand stated that there has <br />been a big change in the area since he moved here in 1931, and feels that there is too much business in <br />North Olmsted. G. Corale, representing his mother, is concerned about the curb cut and felt that this <br />can be tied in to the existing curb cut. He thought that this should be rezoned as office designation only <br />or remain residential. T. Howe, a 30 year resident, is concerned about the future, as there is no <br />guarantee that this will always remain for office use. He also felt that there is ample office space <br />available for rent. M. Smith, also a 30 year resident, stated that she felt this proposal will increase the <br />traffic flow down Dewey Dr. She would like to maintain the character of the street, as many of the <br />residents have lived there for several years. J. Finderbash, a 21 year resident, reiterated that the <br />-? residents cannot be protected once this parcel is rezoned retail. She noted this street is in dire need of <br />repairs and cannot handle any additional traffic; if tlus parcel is tied in with the sewers, it will make the <br />e}dsting drainage problems worse.
