Mr. Manuing noted that the architecture around those other signs are <br />not lit up. Mr. Herbster pointed out that the other center had tlus as a total concept, this would just be <br />the concept on one store. Mr. Kline responded that they would like to do the others, but they are one <br />of the last units. Mr. Mauviug stated that they could probably take about 25% offboth ends. Mr. Kline <br />stated that they would consider doing this. This proposal must go to architectural review board, and <br />then board of zoning appeals. T. Herbster moved to refer the Hollywood Viiieo proposal, 4692-4678 Great Northern Blvd., to the <br />board of zoning appeals and that the developer reduce the signage to fall within what the city requires <br />for signage aud as he has agreed to tonight that there will be no neon at all. Also to ask architectural <br />review board to look at this in conjunction with the Border's Bookstore if those drawings are available <br />by that time or perhaps they could be given some idea of what it is to look like. The motion was <br />seconded by T. Mauuing, and unauimously approved. It was clarified that this proposal does not have <br />to return to planning commission after board of zoning appeals. <br />4) Jiffy Lube ( Sears Auto Center), 5000 Great Northem Mall. <br />Proposal to install back lit awniugs. <br />Referral to board of zoning appeals is required. <br />Mr. Archer, sign contractor, presented plans for the signs and an awning on the Sears Auto Center <br />building in the mall. The 4 by 6 foot awning will be over, the entrance way facing Great Northern <br />Boulevard and will have the words "Jiffy Lube" on it in,order to identify the entrance and protect the <br />customers from the weather. He explained that the awning and signs would be red with white copy. <br />Mr. Manuing believed that an awning with the words "Jiffy Lube" would be a sign. Building <br />Commissioner Conway gave his interpretation that if the awning was back lit and not opaque, he <br />considered the entire awning was a sign, if the awning material is opaque, the lighting is directed <br />down and only the letters are illuminated, he would only consider only the area of letters as a sign, if <br />they change the material, the awuing would not be a sign. Mr. Brennan clarified that tlus awning is <br />only over the garage door, and believed that this is a sign since most awuiugs which are considered <br />architectural features are wrapped around the building. Mr. Conway clarified this would not <br />necessarily follow but if it were back lit it would be considered a sign.. He also. noted any sign on the <br />Sears building would need a variance since there are several signs on the bu.ilding, but because the <br />building is huge, the board of zoning appeals might grant a variance. Mr. Herbster questioned why <br />they needed another sign on the same side as the awning. Mr. Archer advised that Jiffy Lube needed <br />identification over the entrance and the other signs had advertising. Mr. Herbster suggested installing <br />the awning without the lettering and back lighting, since then it would not be considered a sign. The <br />sign will be red with white lettering, but Mr. Archer had no sample of the color at that time. He will <br />present the color and a sample of the awning material to architectural review board, but he would like <br />to be able to talk to the manufacturer of the signs before agreeing to the options. Mr. Manuing stated <br />that they would only be allowed one sign on that side of the building, either the sign on the awning or <br />the sign on the wall. Mr. Conway advised that they make their recommendations to the board of <br />zoning appeals and let architectural review board review these as signs. <br />A. Manning moved to refer the Jiffy Lube ( Sears Auto Center), 5000 Great Northern Mall, proposal <br />to install back lit awning to the board of zoning appeals for the variance to have more than one sign <br />and a variances for the total square footage, with the recommendation that the variances be granted <br />with the condition that there only be one sign on the north side of the building, either the awning used <br />as a, sign with the Tiffy Lube logo on it, or just the sign on the building together with a decorative <br />4
