Heard by board of zoning appeals December 6, 1995. <br />WITHDRAWN FROM AGENDA UNTIL FEBRUARY 13, 1996. <br />3) BP Oil Company, 29131 Lorain Road. <br />Proposal to construct gas station (existing station and adjacent mini-mart will be demolished). <br />Continued by Plauuing Commission December 12, 1995. <br />Proposal to be referred to board of zoning appeals. <br />Mr. Du.ffy, representing BP Oil, had previously submitted revised plans which moved the building closer <br />to Lorain Road and further from the residential area, thus decreasing the variance required in the rear <br />and increasing the front setback variance. The dumpster and parking has also been relocated as <br />requested. A 6 foot fence will be installed adjacent to the residential area on a 2 foot, 5 inch mound <br />which will be offset on their property so that evergreens can be installed on the residents side of the <br />fence. The sign will be replaced with a lower 4 by 8 foot pylon sign which will conform to code and <br />there will only be one sign on the building, and the "welcome" and "BP" (shown on the plan) will be <br />eliminated from the canopy. The 17 foot pole lights will be no taller than the canopy and the neon stripe <br />has been replaced with a green plastic accent stripe. The yard lights will be radial and the lighting will <br />decrease as it goes out in a circle so they will not illuminate the adjacent property. He will submit a <br />photometric plan laxer. Mr. Tallon requested that a rear diffuser be installed on the two bulbs adjacent <br />to the neighbor's.property since the bulb would be visible. Mr. Duffy will have their lighting consultant <br />look into that. He then presented a video showing a similar station in Lakewood' at Madison Avenue <br />and Warren Road. This clearly showed the fence and mound treatment adjacent to the residential <br />neighbors and the tall growing shrubs planted on the residential side. He reiterated that the "BP" shown <br />on this canopy would not be on the one proposed for North Olmsted. He explained that there would be <br />no car wash or vacuwns on this property. The express building will contain rest rooms, office, along <br />with food items, a coffee bar, pre-made sandwiches; and frozen baked goods with an oven to bake <br />them. This will be a 24 hour operation and there will be two employees at all times with a baker <br />frequently on the property at night. There will only be $50.00 or $60.00 dollars in cash in the register, <br />and there will be a time delayed safe takes 5 minutes to make change. There are 4 video cameras on the <br />property. The police could easily see inside of the store since they do no put posters in the windows <br />and the gondolas are placed about 4 feet away. Tliey will have some outside retailing on the sidewalk <br />under the windows or on pallets on an interiar property line. Building Commissioner Conway advised <br />that this would have to be addressed to the board of zoning appeals since they cannot sell or display <br />goods in the 75 foot setback. Mr. Brennan wondered if the light pole on the back of the property next <br />to the resident could be rotated so the back of it was adjacent to the neighbors. Mr. Duffy will present <br />a more specific lighting plan at the next meeting. He showed a picture of the light in brochure and <br />explained that this was on the property now. Mr. Conway explained that most of the variances were for <br />setback and landscaping, there was no height or coverage variance. Mr. Ihiffy advised that they wi11 <br />present a landscape plan at the next meeting but they would not move the sign until the State starts <br />work on the road. R.
