1 p.??, 1 <br />variances and the outdoor retail sales variance on the northwest side of the building as required as per <br />tlie plans dated 1/2/96 be granted, seconded by R. Koeth, and unauunously approved. Mr. Duffy <br />clarified that all displays would be under the windows and will not spill out into the parking area since <br />the lot is so small. He indicated on the plans where the storage would be rsmning in both directions from <br />the northwest corner of the building on the sidewalk. <br />4) Alexander's (formerly Nightfall Night Club), 30850 Lorain Road. <br />Review of site plan. <br />Withdrawn by developer from plauning commission agenda January 9, 1996. <br />Dr. Patel presented revised, architectural, plans that included the recommendations of plauning <br />commission: the parking in the back and on the front of the east side has been eliininated. The members <br />were concerned that the 1,000 watt metal halide bulbs would be too bright and noted that no pole <br />heights were shown; also the cooler was not enclosed. Dr. Patel did not want 1,000 watt bulbs, as <br />shown by the architect. He explained that the 10 by 23 by 7 foot high cooler would be free standing <br />with the door outside and could be painted to match the build.ing, but enclosing it would not be feasible. <br />Originally, he thought that the door would go to the inside of building. The exterior door would be at <br />the south end, facing west. Mr. Herbster believed that he could still brick around it so the residents <br />would have a nicer view. Dr. Patel believed that a painted, galvanized steel box would look like a wall <br />and would be better than putting a fence around it. He pointed out where the door to the kitchen would <br />be in relation to the cooler. In response to the suggestion that the cooler be placed inside a notched area <br />of the building, opposite the kitchen door, Dr. Patel advised that it would block the window to the <br />dining area, making it too dark. He offered to plant shrubs or trees around it. Mr. Koeth questioned if <br />the code allowed outside coolers. Mr. Conway clid not lmow of any code prohibiting it, except possibly <br />a health code, but advised that any screening would be up to this board. He explained that there were no <br />changes to the exterior of the building with the exception of adding the cooler and dumpster. The <br />dumpster has been relocated where the commission had recommended. Mr. Tallon suggested that a <br />brick wall be extended from dumpster and continued around the cooler in an "L" shape to the buildiug <br />line in order to have a consistent appearance from Lorain Road. He would also like the architectural <br />review board to look into this and make recommendations. It was clarified that this could just be a wall, <br />it would not have to have a roof. These plans will be sent to the forester to see what trees could be <br />saved. Since the new sign codes will be taking effect shortly, Mr. Brennan suggested that the pole sign <br />be changed to a ground sign at this time and relocated further back on the eastern side of the property. <br />Dr. Patel explained that he preferred to keep the pole sign until the business became profitable, but he <br />did agree to put in the underground wu-ing prior to paving the lot to accommodate the sign and will <br />bring in a drawing showing the plan Mr. Tallon suggested eluniuating the existing pole light in back and <br />replacing it with two down lights, one over the door aud one in the alcove. It was detennined that they <br />were going to remove the lights in the back that shine into the neighbors' property, and Mr. Patel <br />advised that the new light poles will be no higher than the building. Mr. Tallon stated that any lights that <br />shine out must be shielded. Mr. Brennan suggested using a sodium light which is softer than metal <br />halide. Mr. Manniug would like the light poles placed in the islands for safety, instead of having them <br />right in the parking lot. Dr. Patel responded that would bring some of them closer to the homes and <br />noted that the shopping center lights are located in the parking lot. He also stated that there has been <br />some vandalism, he has had to replace one window twice, a door was broken, and b.b.'s were shot at <br />the building so he does need some security lighting. Nir. Tallon reviewed the stipulations: the bottom of <br />the light should be no higher than the building; the bulbs should be sodium and reduced to 500 watts; <br />and a photometric plan should be presented at the next meeting.
