Mr. Gallagher agreed somewhat, but believed <br />that Tiffy Lube should be permitted one exterior sign. Mr. Zergott stated, what this board can do <br />is make a motion to accept, modify, or deny the proposed signage. He elaborated, regardless of <br />the outcome, there are other avenues to pursue as this is only a recommendation board. Assistant <br />Build'vig Commissioner Rymarczyk clarified, he believes that Sears is also a tenant, and both <br />tenants are leasing from the owner of the mall. A couple of the members believed that this <br />additional signage should be installed on the inside of the mall. Mr. Archer explained Jiffy Lube <br />does most of their business from the outside, which is the basis for installing the sign outside the <br />building. Mr. Gallagher would like to recommend one sign, on the outside of the building, for <br />identification purposes. In response to Mr. Yager's question, Mr. Rymarczyk clarified that Jiffy <br />Lube would be permitted one tenant sign, and must apply for a variance if any additional signage <br />is requested. He also believed this would have to be referred to board of zoning appeals for the <br />square footage and the additional signage. If one sign is permitted, Mr. Yager believed it should <br />be blue to match Sears, as both signs are on the same building. Mr. Archer argued, the whole <br />reason for the red sign is that it is there corporate identification color. Mr. Gallagher suggested <br />putting it in the form of a motion that the board prefers a blue sign over a red one. Mrs. Krieger <br />believed the added verbiage "America's Favorite Oil Change," shoulcl be eliminated as it is not <br />necessary. <br />S. Krieger moved to approve the proposal of Jiffy Lube, 5000 Great Northern Mall, with the <br />following recommendations: the canopy should be non-illumiuated, plain red, with no letters; only <br />one sign should be permitted with the added verbiage ("America's Favorite Oil Change") <br />eliminated. The motion was seconded by T. Gallagher. Roll call on motion: Krieger and <br />Gallagher, yes. Yager aud Zergott no. <br />2) Hollywood Video 4692-4678 Great Northern Blvd. <br />Signage on store front. - <br />Referral to board of zoning appeals is required for signage. <br />Heard by planniug commission November 7, 1996. <br />Mr. McAndrews, real estate director and Mr. Klien, architect presented the proposal. Mr. Klien <br />explained the location is immediately adjacent to Rini Rego's marketplace and the plan is to <br />redevelop part of the architecture by adding a new panel on the front ofthe existing mansard and <br />creating a new facade. He elaborated the line of the existing mansard is angled and part of the <br />plan is to build an over&ame in the front, designing the paneLs such that it will create a three- <br />dimensional look. The mountain scape facade will be constructed out of a perforated metal panel <br />and painted. The red line represents a back lit acrylic channel and behind that will be florescent <br />lit sun rays depicting spot lights that are often seen in Hollywood. There will be an individual <br />channel letter sign mounted in the center. Mr. Klien noted the concept is to reinvigorate the <br />architecture of the existing build'mg, thus creating a more dynamic look that will be consistent <br />with the Hollywood Video sryle. He believed, because the building is set back between 300 to <br />350 feet from the main road, reasons the proposed size of the sign is necessary. Mr. Yager <br />questioned the relationship of this to everything else in the strip center. Mr. Klien responded that <br />the borders store is separated from this location by an alley way, however, the backside of tliis <br />building abuts Rini's. He elaborated that Rini's has an entirely different concept, as it is <br />essentially a masonry facade, however their identity is focused at their store front entrance. Mr. <br />Zergott questioned whether or not plauuing commission's concerns have been addressed.
