3. Marriott Courtvard, Parcel `B", located on the south side of Countrv Club Boulevard east of Lone <br />Star Steak House and north of I-480. <br />Request for variance (1123.12). Request 31 foot front setback variance; request 15 foot variance for <br />south (rear) landscape buffer; and request 12 foot rear yard variance for corner of building. <br />Violation of Ord. 90- 125, Sections 1149.04(c). Request variance for driveway wluch is not at a 90 <br />degree angle to street, and for radius wluch is not 25 feet as required. Violation of Ord. 90-125, <br />Section 1161.10(b). Also, request 3.5 square foot variance for front building sign; request <br />variance to have second building sign; request 8 inch height variance for rear building sign; 2 <br />inch height variance for front ground sign; variance to have second ground sign and 3 foot height <br />variance for rear ground sign; and an approximate 97 foot variance for location of rear ground <br />sign which is not 100 feet from a residential area; 7.4 square foot variance for area directional sign <br />and 2 foot variance for location of directional sign from right of way. Note: second ground sign <br />is based on using alternate `B" 8 foot high sign, not alternate "A", an 18 foot lugh sign which is <br />much larger. Violation of Ord. 90-125, Sections 1163.12(a)(b)and 1163.12(e). <br />Chau7nan Gomersall called all interested parties before the board. The oath was administered to N1r. <br />Moluse, representing Courtyard, Mrs. Krejci, a resident, and Councilman McKay. Mr. Gomersall <br />noted that they are asking for 15 variances. Mr. Moluse explained the hotel fionts on Country Club <br />and backs up to I-480. Since I-480 crosses at an angle, there is a smaller setback on the easterly <br />side, so the rear southeast corner of the building will encroach into it by 12 feet, however the <br />average rear setback will be 126 .feet. The building, itself? is within the front setback, but the canopy <br />and port cochere will eucroach into the front setback. Some of the parking on the east will have to <br />encroach into the required 25 foot landscape buffer, again because I-480 cuts across it at an angle, <br />and there will be a minimum of 10 feet on the easterly side, but it gets wider on the west. He noted <br />that I-480 is about 25 foot below grade so the landscape buffer will not be visible from the highway. <br />He explained the sign package. There will be 2 building signs, one over the main entrance which <br />totals 51 square feet in total text area, but is larger when measured witlun a rectangle as required by <br />the city, the letters are only 2 feet high, and the sigu requires a 3.5 square foot variance; a variance <br />needed to have a second building sign on the southwest corner of the rear wall which will be the <br />Marriott logo which is 4 feet 8 inches by 7 feet and it also needs an 8 inch height variance. Tltere will <br />be two ground signs: the one at the main entrance, on the west, needed a 2 inch variance, but they <br />will withdraw that; a variance will be needed to have the second ground sign in the rear and it will <br />also need a 3 foot height variance as well as a 97 foot variance for location, since it is not 100 feet <br />from a residential district (the residential area is actually across I-480). There will be a directional <br />_sig <br />n at the east entrauce wluch will need the 7.4 foot variance, but they will withdraw the 2 foot ' <br />variance for the location. The members objected to the signs in the rear, especially the rear ground <br />sign which they believe will not be seen until a driver is almost past the exit. Mr. 1Vloluse believed <br />that since most of their traffic will come from the airport, this sign would be needed to direct guests <br />to the hotel. Law Director Gareau suggested that they look into the directional signs that are <br />installed on interstates, just before the exits, to direct drivers to various businesses off the freeway. <br />Mr. Moluse stated that these signs were very difficult to get. Mr. Maloney believed that the city <br />could help with that. Councilman McKay advised that the city had been trying to keep signs off the <br />freeway. He also advised that there is to be a sign ou Great Northern Boulevard advertising the <br />businesses in that area. Building Commissioner Conway clarified that this sign was adjacent to I-480 <br />which was still considered residential, but it would be at least 80 feet from the actual residential lots. <br />Mr. Gareau stated that tlus issue was brought up with the buffers around the Industrial Zone when <br />the residential property is actually across the freeway. Mr. McKay noted that tlus is different because <br />the people across the freeway cau see these signs across it. He does not want either sign in back. It <br />2
