<br />it, but is sincerely conceined for lus neighbors who have helped lum iminensely the past few years. Mr.
<br />Blazey explained he stays there maiuly because of the proximity to Lorain Road and Great Northern
<br />Shopping Center. He further explained he has various medical problems which require him to take extra
<br />precaution when eating. He stated lus physical condition is such that he cannot go to a home that does
<br />not cater to lus personal needs as far as food intake is concerned. Mr. Blazey would like to make
<br />arrangements to leave the premises, but has no phone and cannot utilize the phone without assistance.
<br />He clamed his neighbor has been very generous in making phone calls for him and he does not wish to
<br />further innpose on her time. He stated lately he has been in constant contact with his attorney,lVlr. Jolui
<br />Shepherd Jr. He regrets the fact his attorney could not make tlus meeting, but is grateful to lus
<br />neighbors and relatives for providing moral support. He explained he cannot drive around the
<br />neighborhood getting estimates on the cost of repairing the property, and/or demolishing the home. He
<br />would like to have the actual figures to estimate the cost of repairing the property to a minimal
<br />condition that would be approved by the city, including the cost of living off the property without the
<br />convenience of the shopping center. The board understood lus dileinma, however, Building
<br />Commissioner Conway explained the board ueeded some sort of time frame, and asked Mr. Blazey
<br />approximately how long it would take hun make that decision. Mr. Blazey explained that tomorrow he
<br />will consult with lus attomey iu regards to the title of the property. The auditors office will have to
<br />perform a reappraisal on the land alone for tax purposes. Mr. Blazey noted that he always wrote down
<br />on all documentation relative to taxes, land value only, the house is worthless, yet he still pays taxes on
<br />it. He explained a couple decades ago the house and lot was valued at $28,000. Over the years lus
<br />property has deteriorated, yet the value is now up to $53,000 and, with the state exemption, he still pays
<br />almost $400 in taxes each year. Mr. Conway agreed to get the auditor out to Mr. Blazey's home for re-
<br />evaluation. Mr. Engoglia explained that this board is not here to hurt Mr. Blazey, however the
<br />condition of lus home is such that it creates a hazard. Mr. Blazey agreed his home is in horrendous
<br />condition, and explained, as a safety precaution, he has refused to allow friends and relatives entrance to
<br />his home. The board repeated that they are not here to hurt him, however, for lus own safety as well as
<br />others, he must make these repairs. Mrs. ICrause, a cousin, stated she did uot understaud tlus five day
<br />requu•ement, as Mr. Copeland, Department Of Human Resources Director, told her he would have three
<br />(3) months after notification. Mr. Conway clarified, after the process starts, and he starts the wisafe
<br />structure procedure, any fees eucumbered tlu'ough that process are Mr. Blazey's respousibility, tlus
<br />includes title searches and any other fees. The puipose for the emergency clause, is he can bypass auy
<br />cost, by sending him a letter telling lum to repair the structure. If Mr. Blazey refuses to repair the
<br />structure, he will be respousible for any costs incurred in this process. He further explained, if Mr.
<br />Blazey sits here and agrees with the guidelines set fourth by this board, he may avoid any additional cost
<br />that the city would require. It was noted that if Mr. Blazey does not do anything in five days, Mr.
<br />Conway still has procedures he must follow. It was clarified the board will not require that the repairs
<br />be made in five days, but that he shall vacate the property in five days, for lus owu safety. Mrs. ICrause
<br />asked that they defer this meeting until tomorrow, so that Mr. Blazey may have his attomey present.
<br />Chairmau Burk explained that they have called a special meeting today with the hope that lus attorney
<br />would be present. Mr. Burk explaiued the most importaut point, which Mr. Blazey agreed on, is that
<br />tlus dwelling is an uusafe living habitat. Fust and foremost tlus board would like to be assured that Mr.
<br />Blazey is safe, and wondered where Mr. Blazey cau stay wlule repaus are made. Mrs. Ki-ause believed
<br />that there was no way Mr. Blazey could find a home in five (5) days. Mr. Eugoglia asked if he had any
<br />relatives or fi-iends that could accommodate luin while these repairs are made. In response, Mrs. Krause
<br />stated she is the only relative he has, other thau the one in California, and believed that it would be
<br />inconvenient to move Mr. Blazey in her home. She asked that the board grant Mr. Blazey more time.
