<br />figured so that he may decide the best possible solution to tlus problem. Mr. Engoglia explained this
<br />has gotten to the point where Mr. Blazey does not have much time to decide. He further explained, for
<br />Mr. Blazey's owni protection, this board cannot allow him six (6) months to make that decision. Mr.
<br />Blazey explained he would like to take action, but cannot without outside help. Mrs. Hovan, a
<br />neighbor, believed Mr. Blazey should be given more time and blamed the city for tlus problem. Building
<br />Commissioner Conway responded it is a ridiculous statement to stay it is the city's fault, because the
<br />city has notlung to do with the maintenance aud repair of private property. Mrs. Hovau explained that
<br />for years the porch has been caving in, and if the city would have told Mr. Blazey back then to repair
<br />the problem within a certain amount of days, the property would not have deteriorated to this point.
<br />Mr. Conway explained Mr. Blazey is a competent individual and approximately six years ago the
<br />properiy was inspected, but at that time his dwelling clid not meet the guidelines to be declared an
<br />uusafe structure. If the board finds that Mr. Blazey needs additioual time, Mr. Conway has no
<br />objection, however, he would like some sort of a deadline. He explained the board could rule tonight
<br />that it is an unsafe structure •and au emergency condition, but extend the five (5) day period. In
<br />respouse to Mr. Conway's question, Mr. Blazey stated, due to lus physical well-being, he cannot make
<br />arrangements as quickly as the board may expect, however he did agree that labor day, or soou after,
<br />could be the target date. Mr. Blazey believes lus home is not a fire hazard. Iu respouse, Mr. Couway
<br />stated tlus is not the opinion of the Assistaut Fire Chief. Mr. Blazey realizes, however, that the dwelliug
<br />is uusuitable for human habitation. Mr. Scully, representing North Olmsted Baptist Church, has spoken
<br />to N1r. Blazey and is trying to help. Mr. Scully explained, if it is feasible to repair the home, and Mi•.
<br />Blazey cau afford it, the Church would provide the labor. Mr. Scully understood N1r. Blazey's conceius
<br />about being close to Lorain Road, and would like for Mr. Blazey to weigh his alternatives. He believed
<br />Mr. Blazey should have some idea as to the cost of demolition and materials in order to get the best
<br />value for his dollar, however,.he also felt repairs should be done in a timely manner. Mr. Scully spoke
<br />with the Pastor of the church aud they are in agreement that before they could help Mr. Blazey would
<br />have to agree to: adhere to the requests of the city, take care of his pliysical condition (lus legs), and
<br />allow outside assistance to help hun stay iu good health. Mr. Conway asked how long it would take
<br />1Vh•. Scully to determine a cost. Mr. Blazey stated it all depends on who is going to do the work. Mr.
<br />Scully stated it would take him approximately two (2) or three (3) weeks to evaluate these costs, as well
<br />as making living arrangements for Mr. Blazey while the home is under repair. Chairman Burk asked if
<br />the church had a experieuced professional look at the home to determine if repairs would be feasible.
<br />1Vh-. Scully stated they would have to further investigate to determine the feasibility of the project, as
<br />they have only recently became aware of the problem. He will, however, inake the city aware if it is
<br />decided they cannot make the necessary repairs. Building Commissiouer Conway would like lus
<br />assistant, Tom Rymarczyk or one of the inspectors, present so that the city may make evaluations also,
<br />if Mi•. Blazey has uo objections. Mr. Blazey preferred that both evaluations take place simultaueously.
<br />Chairman Burk does uot tluuk that it is wise for Mr. Blazey to remain in the home another day, let alone
<br />another month, as he is risking personal injury. In response Mr. Blazey explained he had a hoiTendous
<br />life and his health was the least of lus concerns. Mr. Burk asked if auyone was present that could make
<br />accommodatious for Mr. Blazey as lus home is under repair. Mr. Krause, speaking from the audience,
<br />felt it was unrealistic to expect 1Vli•. Blazey to leave his home in two (2) or tliree (3) days, and felt
<br />making the necessary accommodations would take longer. Due to misunderstanding, ChauYnan Burk
<br />replu-ased the question, asking again if any relatives or the church could help Mr. Blazey with
<br />accommodations as the necessary repairs are made. Mr. Scully explained they just learned of the
<br />problem yesterday, and more time would be ueeded to prepare accommodations. Mr. Burk, asked if the
<br />arrangements the city had made were still available. Iu response, Mr. Conway explained that the
<br />Human Resources Director, Mr. Copeland, made those arrangements, but Mr. Blazey chose not to take
