.?J <br />CITY OF NORTH OLMSTED <br />PLANNING COMIVIISSION <br />MINiJTES - JANLTARY 28, 1997 <br />I. ROLL CALL: <br />Chairman Tallon called the meeting to order at 7:35 p.m. <br />Present: T. Brennan, T. Herbster, R. Koeth, A. Mauving, K O'Rourke, and R. Tallon <br />Ms. Cameron Alston arrived shortly after roll call. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Assistant Building <br />Commissioner Rymarczyk, and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINiJTES: <br />R. Tallon moved to approve the minutes of January 14, 1997, seconded by T. Brennan, and <br />unanimously approved. <br />III. BUII.,DING DEPARTMENT REQUESTS: . <br />1) Hollywood Video 4692-4678 Great Northern Blvd. . <br />Revised proposal to renovate storefront. . <br />Referral to board of zoning appeals is required, for.signage. <br />Tabled by plamiing commission January 14, 1997. <br />Materials reviewed by architectural review board January 22, 1997. <br />Mr. Klein, arehitect, and Mr. McAndrews, representing Hollywood Video, presented the proposal. <br />Samples of materials and colors were submitted and had been submitted to the. architectural review <br />board. Mr. Klein explained that this is a softer blue which blends very well with the green mansard. It <br />was clarified that the fabric of the awniug would be a matte finish. The illumiuated accent band around <br />the top has been elimiuated; the facade will be aligned with the existing mansard and will be retu.rned <br />around the corner; the columns will be a warm white as specified by the architectural review board; and <br />if the owners vacate the property, they will remove the facade. The developers have also agreed to put <br />the letters directly on the mansard, not on a race way. Mr. Brennan noted that the Sign Code (Section <br />1163) clearly describes the intent of the code as far as what a sign is. He, believed if they used this as a <br />standard, this entire soffit should be considered a sign, since it is a corporate image, just like the golden <br />arches. If this is approved how could the city stop Mr. Conrad from coming in with a blimp shaped <br />mansard, advertising Goodyear. He noted that the developers stated that the "Hollywood Hills" is their <br />corporate image. He agreed with one member of the architectural review board stated that this would <br />"open up a can of worms". Mr. McAndrews stated that this rendering was designed with input from the <br />architectural review board. Assistant Building Commissioner Rymarczyk clarified that the awniugs <br />would also be included in the sign area, as well as the lettering on the soffit and he estimated that the <br />entire sign area would be about 525 square feet based on drawing a rectangle around the words and <br />including the avvuings. A height variance would needed since the letters were staggered up and down <br />and would be considered about 7.5 feet high. Mr. McAndrews questioned why the awnings were <br />considered as signage since they are no longer back lit. Mr. Tallon clarified that the awning would be <br />considered a sign because the art work was left on them, even though the back lighting was eliminated. <br />It was also noted that if the letters were in a straight line, they would conform to the code, but the sign <br />would be longer.
