OLD BUSINESS: <br />Chairman Tallon explained to Assistant Law Director Dubellco that when the planning commission <br />discussed the Richard Moran request for a conditioual use permit to have a group home in a residential <br />district, the inotion read that the commission recovunended that the board of zouing appeals to deny the <br />conditional use permit. It was clarified that they also ueeded variances from the board of zoning appeals. <br />Mr. Tallon questioned if the commissiou should have ruled on the conditional use permit, or if they <br />should have referred the variauce to the board of zoning appeals. Mr. Dubelko responded that the <br />coinmission should have recommended the variances be deiued and it was up to planning commission <br />to deuy the conditional use permit. He advised that if the variauces are granted the proposal should <br />come back for a ruling on the conditional use permit. It was clarified that tlus group home would not be <br />a senior citizen's group home, but for adult group home. Mr., Breunan wondered how qualified the <br />home owners were to do this. <br />X.
