s, <br />codes would allow them to have a sign that low to grade, since it would only be 8 feet from grade,_ it <br />would have to be higher. He also advised that the sign cannot be above the parapet line and tlus one was <br />as high as it could go. The developers would have to raise the parapet to put a sign on it. It was clarified <br />that if they reduced the actual sign and use the background without illuminating it, only the area of the <br />sigu would be considered. It was suggested that if the letters are only 2 feet high, they could have about <br />a 37.5 foot long sign. Mr. Kline stated that they could finish out the ends with a black panel. It was also <br />suggested that they block in the exposed beams with some sort of material. Mr. Tallon stated that they <br />were trying to reduce as many variances as possible. Mr. Brennan suggested putting some down lights <br />under the "'T" to illumuiate the front walk. Mr. Herbster suggested moving the dumpster down and <br />relocating the doors. Mr. Tallon stated it would not work because the loading dock would still come to <br />the edge of the property. Mr. -Kline stated that would also create au internal problem. because of the <br />location of the sales counters. There was no one in the audience who was interested in this proposal. It <br />was determined that tlus could not go to boardof zouiug appeals until April 2nd and could go to <br />arclutectural review board March 19th. <br />R. Tallon moved to forward the Forest City Auto Parts proposal at 23789 Lorain Road to the board of <br />zoning appeals with the following recommendations to grant the following variances: a variance to omit <br />a truck load zone; a variance to have 7 less parking spaces than required; a variance for 35% lot <br />coverage; front side and rear building setbacks and a parking variance for the site,'and the front parking <br />variance has been eliiniuated because the front parking will be moved back to allow for the 20 foot • <br />buffering in front. The two metal halide lights will be omitted; the new. expansion of the building will be <br />kept entirely on tlus property including the down spouts and drainage; the company is to show a deed <br />lean or easement for the concrete walk and the window air conditioner that presently encroaches on the <br />other property. The developer should advise the board of zoning appeals that they are going to present <br />a conforming ground or pylon sign and the front of the building the overhang on the existing east side of <br />the building will be covered to match the fascia on the new part where the sign is goiug. The wall sigu <br />will be reduced to the legal sign size for that fascia and the middle sign with the logo will be moved to <br />the inside the store. The motion was seconded by R. Koeth, and unanimously approved. <br />MOTION Ali'IME1oTI)ED 1VIARCH 11, 1997: to recommend approval of the frout setback variance <br />for parkingand the variauce for the ground sigu at the street. , <br />2) All Tune & Lube (Old Ziebart Location) 5242 Porter Rd. <br />Request conditional use permit to do auto repair. <br />Mr. R Fletcher, represented the business, and explained that he was requesting t]ie conditioual use <br />permit so he could use the Old Ziebart building for an auto repair facility. Assistaut Building <br />Commissioner Rymarczyk advised that the Building Department could not find any records that the this <br />building had been used for auto repair previously. N1r. Tallon thought that it was a car place originally. <br />Mr. Fletcher stated that originally it was used as a car dealerslup, and was set up with a hoist inside so <br />obviously it was used for a repair facility, but it is not on record. They will be adding 3 lifts above <br />grouud, the existiug one is in-ground. Mr. Tallon questioned where the cars are going to be stored. Mr. <br />Fletcher responded that the premise of the business is -light repair, aud they will ovly have 8 or 10 cars <br />waiting for repair. They will be doing oil changes, tune ups, installing brakes, alternators, starters, <br />scheduled maintenance, tlungs of that nature. Tlus is a francluse and there are about 400 across the <br />United States. He does uot anticipate having cars sitting around for days. The work can be done by <br />either appointments or drive in. The site plans shows 10 parking spaces, and Mr. Fletcher stated that <br />there is room for 2 or 3 more spaces on the south side of the garage door in back. T}iey will have S <br />3
