? <br />employees. Mr. Herbster noted that half of the parking spaces would be used by employees. Mi-s. <br />O'Rourke asked if they will share any spaces with A& K(on the same property). Mr. Fletcher stated - <br />that A& K has parking offthe west of their building and he explained that the whole lot is a"T" shape <br />and there is, not only A& K, but Affordable Used Cars. The waste oil will be in a tank either inside or <br />outside the building. Mr. Rymarczyk advised that the Fire Department requires that it be stored outside. <br />Mr. Tallon asked how much of the lot he would be able to use. He thought that the land after the "L" <br />would belong to A& K. In response to the members questions, Mr. Fletcher believed that anti-freeze <br />could be stored in 55 gallon diwns, that there was a compressor with airlines already established for <br />impact wrenches which he would use for bralces, but he would not be doing tire changes. Mr. Herbster <br />noted that the residence uext door was only about 12 foot from this building. The front area inside will <br />be for customer intake, most of the work will be done in the back. Mr. Fletcher repeated the type of <br />work they will be doing and advised that only, a small number of cars, less than 5%, would stay over <br />night. He advised that the doors in the front and back would be open. It was noted that Ziebart only did <br />rust proofing and some trun work. Assistant Law Director Dubelko stated that he had spoken to <br />Building Commissioner Conway about tlus, and he does recognize the difference between a facility like <br />Ziebart's and this one because auto repair could cause a greater degree of noise aud fumes so there is <br />more of a coucern about how it would impact on nearby residential areas. That is why the code requires <br />a conditional use permit and requires that it be a use that does not have a deleterious effect on the <br />nearby residential neighborhoods and gives the plamiing commission authority to impose conditions on <br />the permit that would ameliorate any of these adverse effects on the residential neighbors. N1r. Tallou <br />stated that they might have to air condition the building aud keep the 'doors closed. Mr. Fletcher <br />responded that keeping the doors closed during the summer would be difficult, he could probably keep <br />the front door closed and the rear door faces A. & K. Tire. 1VIr. Herbster noted that the noise might be <br />heard on Dewey Road. Mr. Brennan wondered if there had been any complaints about A. & K Tire. Iu <br />response to questious, Mr. Fletcher stated that there were no windows on the north side, only an old <br />door that is uo longer used, and the hours of operation would be 7:30 to 5:00 p.m. Mr. Tallon stated <br />that they would have to come up with some kind of souud proofing or souud batting, especially for the <br />north walls and find a way to keep tlie front doors closed. It was suggested that he move the customer <br />louuge to the other side, but this would be impossible because the overhead door was only 6 feet fiom <br />the north side of the building. Mr. Tallou repeated that the noise had to be baffled, since Ziebart did not <br />generate as much noise. It was noted that there would be radios playing, air tools going, wrenches <br />falling. Mrs. O'Rourke doubted that this would carry over to Dewey Road. Even if t]iere is a problem <br />akeady with A. & K, Mr. Herbster wondered if they should add to it. He also would like to be sure <br />that there is proper space for their waste products. City Engineer Deichmann asked if the entire parking <br />lot was totally paved. Mr. Fletcher thouglit that the front and south side were and that part of the rear <br />was paved at least to the north edge of the building. ChaiiYUau Tallou would like to refer this to the <br />Safety Department to advise what would be required for fuel storage, and they would need a complete <br />list of all the materials and cheinicals that they would be handling to submit to the Fire Department for <br />theu input. Wlien tlus returns, that drawing should indicate where the lot is paved and what part of the <br />lot is dedicated to tlus use siuce it must be shown if he can store cars on the lot or uot. Tliey will have to <br />show how they are going to sound proof the north wall. Mr. Fletcher advised that the owner had <br />inentioned 'unproving the roof liue of the building, but he had not committed to it. Mr. Deichmanu <br />stated that if they are going to expand the parking lot, then they will have to increase the undergrouud <br />retention. Mi•. Fletcher believed that the whole lot was paved. Service Duector Bolilinann asked what <br />the parking requuements were. Mr. Rymarczyk stated that they need four parking spaces for each bay, <br />so that would be 16 spaces including einployee parking. Mr. Fletcher had stated that they would have <br />about 13 spaces, with 5 employees, there would only be 8 left. Some of the spaces in back could be <br />4
