ts <br />CITY OF NORTH OLMSTED <br />PLANNING COIVIMISSION <br />MINUTES - MARCH 11, 1997 <br />I. ROLL CALL: <br />Acting Chainnan Manning called the meeting to order at 7:36 p.m. <br />Present: A. Mauving; R. Koeth; K O'Rourke; and T. Brennan <br />T. Herbster and D. Cameron-Alston arrived shortly after the roll call. <br />Also Present: Assistant Law Director I)ubelko; Assistant Clerk of Commissions Cornish; and <br />Assistant Building Commissioner Rymarczyk. Mayor Boyle arrived midway through the <br />meeting. <br />U. REVIEW f1ND CORRECTION OF M[NiJ'I`ES: <br />Deferred until the end of the meeting. - <br />III. BUII,DING DEPARTMENT REQLJESTS: <br />1) Enteiprise Rent-A-Car, 27114 Lorain Rd (foimerlv Jack's Auto Bodv) <br />Proposal to renovate former auto body shop for car rental facility. <br />Variances may be required. <br />Mr. Walser and Mr. LaSalla presented the proposaL Mr. Walser advised the drawings show what <br />is being proposed. W. Manning explained a variance is needed for the sign. He noted that the <br />phone number on the sign would not be permitted. Mr. Walser argued the sign presentation is the <br />national sigu package for Enterprise Rent-A-Car. Mr. Manning was williug to recommend the <br />variauces be granted if the phone number is removed and further recommended approval of the <br />logo. Mr. Manning uoted the building sign does not have a phone number. Mr. Walser stated the <br />drawing is incorrect and should have included the phone number. Mr. Manning explaiued the <br />commission preferred the signage without the phone number. Assistant Building Commissioner <br />Rymarczyk explained the overall square footage on the signage is too big, but a variance could be <br />requested for tlus as well as the phone number on the sign. Mr. Manning maintained he would <br />recommend that variauces be denied for any signage which includes a phone number. Mr. Walser <br />questioned why lus national logo would not be permitted. Mr. Manniug responded, throughout <br />the city, phone numbers have uot been permitted. Mr. Rymarczyk advised additional variances are <br />needed: for the ground sigu; for the side yard; for the front set back and the 35 foot triangle. Mr. <br />Walser was willing to put the sign on the eaisting pole if these setbacks are not permitted. Mr. <br />Manning advised in January of 1998 the pole sigu will have to be removed as it is no longer <br />permissible. W. Manning would like to see parking space # 10 eliminated for safety reasons. He <br />did not believe space #10 left enough room for someone to get in and out. Mr. Koeth wondered <br />tlus would meet the minvnum number of spaces required for this facility. Mr. Rymarczyk believed <br />a variauce may be needed for one or two car parking. Mr. Breunan wondered on the average how <br />many cars would be in the parking lot. Mr. Walser estimated 7 or 8 cars in the front. Mr. <br />Rymarczyk advised cuffently one cannot have any merchandise within the front 75 foot setback. <br />Mr. Manning clarified the employees and customers would be permitted to park iu the front, <br />however the reutal cars should be parked in the back. Mr. Walser agreed to store the rental cars in <br />the back. The alterations to the outside of the buildiug will be very ininimal. There is a door on <br />the north rear of the building. The members discussed the proposal among themselves. It was <br />noted, if needed the cars cau be double parked in the back. Mr. Brennan woudered if there were <br />any cut sheets on the ligliting. Mr. Walser advised a second C.E.I. light would be added. Mr. <br />Breunan did uot believe the lighting would be kept to a maximum of 0 foot caudles at the property <br />lines. Mr. Walser advised the exterior of the building will be updated as follows: the front split <br />block will be replaced with a new front glass entry and windows; the side of the building will have <br />new windows; the roof will be repaired; a new floor poured; the brick will be repaired tlu-oughout
