v <br />Mr. Kaneriff and Mr. Varga, the developers, presented the request for a single family detached <br />cluster housing in accordance with chapter 1136 of the codified ordinances. Mr. Kaneriff- <br />explained he does not own two of the parcels involved, but has an option on one and an exchange <br />agreement on the other. The proposal includes 129 detached single family homes. The <br />development will consist of cape cods; two bedroom ranches; and three bedroom ranches and the <br />prices will range from $180,000 to $200,000. There will be 4.2 homes per acre on 30.1 acres of <br />land. All units will have two car attached garages with 34 guest parking spaces, 26 is required per <br />code_ All of the streets and driveways will be privately ovvued. Two lakes and a 50 year storm <br />water retention facility will be constructed to assist in controlling the water. Mr. Kaneriff referred <br />to the typical owner as an empty nester that may no louger wish to maintaiu property, but do not <br />want to leave North Olmsted. Mr. Kaneriff presented a plan showiug an aerial view of the <br />property and indicated the zoning of various areas as well as the zoning of the abutting properties. <br />Mr. Herbster noted there is no sidewallc in the plans. Mr. Kaneriff advised people could walk in <br />the 25 feet wide streets. Mr. Herbster stated in accordance with section 1136.07, individual <br />driveways seiving each dwelling unit in a cluster area shall have a minimum width of 18'. Mr. <br />Kaneriff agreed to increase the width of the driveways to meet code requirements. The <br />homeowners association is to maintaiu the lakes. Mr. Kaneriffnoted Dual 30" pipes will ruu along <br />the northeru perimeters of the property from the CEI lines to Bradley Road, wluch provide about <br />half of the storm water retentiou. The other half of the reteution shall be provided in the upper <br />foot of the lake, as there are drainage ways leading from the lake to the driveways and into the <br />storm creeks wluch will help prevent the houses from flooding. Mrs. O'Rourke wondered if <br />basements will be an optiou. Mr. Kaneriff clarified there will be basements in every unit. Mr. <br />Breuuan wondered what happens ifthe lakes over flow. Mr. Kaueriffbelieved this development is <br />better provided with tlus storm retention system than any other spot in the City of North Olmsted, <br />but clarified tlus water does go into the city's storm water drainage system on Sradley Road. Mr. <br />Kaneriff stated if the water is not contained in the lake as plauued, he would put in a clay bottom <br />or a membrane similar to oue used in Bay Village aud Westlake. Mr. Kanei7ff estimated that the <br />closest house would be 15 to 18 feet froin the lake. Mrs. O'Rourke questioned if there would be a <br />fence installed along the lake for safety reasons. Mr. Kaneriff explained a fence is not currently in <br />the plans as people often walk along the lake and a fence would be a barrier. He noted the lakes <br />would be 6 to 8 feet deep iu the suinmer. Mr. Kaneriff clai-ified these are not swunming lakes, but <br />are merely there for aesthetics. He reiterated tlus retention system would hold up iu a 50 year <br />stoim Mr. Herbster wondered how it would fair in a 100 year storm, as we have had several in <br />the last few years. Mr. Kaneriff noted that he has not yet determiued if this retention will hold up <br />iu a 100 year storm. Mr. Manniug would like to prevent traffic fiom cutting through the <br />development and exiting on Bradley or Lorain Roads. Mr. Kaneriff was uusure if the city would <br />allow fences on Bradley and Loraiu Road so that residents ouly are permitted in the development. <br />Mr. Brennan noted the plan does uot show current zouing but ovly the proposed rezoning. Mr. <br />Kaueriffbelieved tlus proposal was in liue with the concept of the city's master plan. Mr. Brennan <br />was conceined about having a cluster development to close to the C.E.I. lugh tension lines. Nlr. <br />Kaneriff quoted fiom an article eutitled "Study fails to link power lines to..... (inaudible)" as <br />published in the December 1996 editiou of the Eugineering Times. Mr. Kaneriff noted, although <br />they cannot lude the poles, they will plant grass along them. Mr. Mauniug believed the 4.2 homes <br />per acre is au exaggeration, if the C.E.I. right-of-way was used as part of the buildable land. N1r. <br />Kaneri$' est'vnated about an acre of land would uot be buildable. Mr. Herbster wondered how <br />people are going to wallc through the right-of-way without sidewalks. Mr. Kaneriffnoted they can <br />wallc in the streets creating a couutry atmosphere. Mi•. Herbster responded tlus is not a country <br />area, as it will become a inajor cut through.
