Mr. Tallon opened the discussion up to the audience and no <br />interest was expressed. <br />R Tallon motioned to approve the proposal of Metro Park Builders Office Retail Buildings, 24345 <br />Lorain Road (formerly VFW and Aquarium properties). Proposal to construct two buildings in two <br />phases. The proposal is to iiiclude moving the dumpster to the area that was designated on the print as <br />the west corner of the properiy where it is currently designated as five parking spaces. Such dumpster <br />should be enclosed in masonry. This approval will be contingent upon the approval of the landscaping <br />and signage color by the architectural review board. It was noted phase I will now be the rear building <br />and phase II the front building. The building commissioner wondered if the members are going to <br />waive the requirement for a second loading zone. The members discussed land banking the loading <br />zone. Mr. Boehmer advised any deliveries, for the VFW, are done on Wednesdays. Mr. Tallon <br />requested that an area near the dwnpster be designated as a load.ing zone, but based on the present use <br />it may remain as a parking spot. Mr. Conway believed such zone should be located immediately south <br />of the new dumpster location. The clerk noted if the commission approves this proposal tonight, the <br />BZD committee of council has agreed to hear the proposal on May 19, 1997 at 6:30 P.M., however <br />the landscaping and sign criteria shall be still subject to the architectural review board approval on <br />May 21, 1997. The motion was seconded by K O'Rourke and unanimously approved. Motion carried. <br />Mr. Tallon explained in the future he would- like Mr. Potz to be more responsive to_ the commission's <br />request as there were several items requested at the previous meeting that were not provided. <br />3) Christ The King, 30635 Lorain Road. <br />Request permission to construct addition and parking lot renovations in phase construction. <br />Originally approved by planning convnission February 27, 1996. <br />Mr. Robinson explained the proposal is to complete construction in three phases. He noted the <br />project is the same as was approved a year ago although, because of the churches desire to keep the <br />project relatively debt free, the intent now is a phased approach. Phase I will be the blue area on the <br />south east side of the church, phase II is the purple area which will be the administrative building, and <br />phase III will be the school addition, conapletion of the parking lot and landscaping. The entire <br />retention system for the project will be completed in phase I. Mr. Herbster wondered if a time line has <br />been developed for completion of each phase. Mr. Robinson advised phase I will begin within a <br />month pending approval of building permits and engineering's approval of the retention system, as the <br />working drawings will be completed within a week. Mr. Larson explained the intent is to start phase I <br />immediately and within the next 12 to 18 months phase II should begin. He advised there is currently <br />land on the market which hopefully will be sold to help the cash flow thereby moving the proposal <br />along. Mr. Tallon wondered if the entire retention system for all three phases would be completed in <br />phase I. Mr. Robinson confirmed for the most part the retention would be completed in phase I, <br />however any additional manholes in the phase III area would not be completed until construction of <br />that phase. He clarified any retention needed for phase III will be completed in phase I. Mr. Tallon <br />asked for clarification on the existing parking, and Mr. Brennan wondered if all the land is owned by <br />Christ The King. Mr. Robinson indicated the areas of existing parking on the plan. He confirmed the <br />colored areas aze now owned by the church, along with the white area in the middle, and the parcel of <br />land denoted as "Zoned Residential A." Mr. Tallon questioned if the existing residence will be <br />removed from this parceL Mr. Robinson stated it would remam for now. Mr. Tallon wondered if the <br />landscaping on the perimeter would be completed in phase I. Mr. Robinson agreed that the <br />landscaping would be incorporated into phase I. Mr. Herbster did not have a problem with III phases <br />but was concemed because no time line has been established. He also had concerns about establishing <br />a cut through between Lorain Road and Chaxles Road with no guarantee that anything will be
