;? <br />2) Manor Care Nursing Home, 23225 Lorain Rd. <br />Proposal to construct one story building addition and enlarge parldng lot. <br />Variances will be required. . <br />Ms. Scott, building administrator, explained the proposal includes constructing an addition in order <br />to reduce and eliminate three current bedrooms and create semi private rooms. Mr. Terwilicker, <br />construcrion representative, and Mr. Burk, civil engineer explained the proposaL A grading plan <br />and landscape plan were presented. It was noted the shaded area on the south side of the grading <br />plan represents the proposed addition, and additional parldng has been proposed to the rear of the <br />addition. Mr. Burk advised all the storm sewers would be contained within the newly paved area. <br />Such storm sewers would drain south into the underground retention basin, which will be <br />composed of a series of 48 inch pipes. There will be landscaping along the perimeter of the <br />building and other areas indicated on the plan submitted May 27, 1997. Mr. Burk advised a <br />portion of the existing storm sewers would be removed and replaced. The parldng lot will be <br />composed of asphalt with concrete curbing. Mr. Burk explained there will be a patio off of the <br />north west corner ofthe addition, that will be landscaped for the enjoyment of the residents. Trees <br />and shrubs will be planted within the parldng area, as noted on the landscape plan. The <br />southernmost portion of the lot is naturally wooded and Mr. Burk presented pictures of the <br />existing wooded area. Mr. Brennan wondered if all the trees would have to be removed in the rear <br />to make room for the retention system and questioned where the water would drain after it exits <br />the retention system. Mr. Burk agreed a few trees immediately abutting the retention system <br />would have to be removed, however all the trees immediately abutting the residential <br />neighborhood would remain. He further advised there is a ditch to the south of the wooded area <br />which will be graded and seeded to handle the water so that it does not run off onto abutting <br />properties. Mr. Herbster questioned the depth of the ditch. Mr. Burk explained the ditch would <br />be 6 inches wide at the outlet point, but will be built up to a foot deep. He noted the ditch would <br />be more of a swail with 3 to 1 slopes. Mr. Herbster believed the water will wash the grass out, <br />and what is left will collect debris. Mr. Burk advised the outlet structure would slow down the <br />rate of the storm water, which is also the purpose of the retention system. City Engineer <br />Deichmann believed this drainage system was feasible. In response to Chairman Manning's <br />question, Building Commissioner Conway advised a special permit to add to a-non-conforming <br />building is needed because the existing building is setback 60 feet and 75 feet is required. He <br />noted the planning commission may grant the one access drive, but was unsure ifvariances would <br />be needed for parking. Mr. Conway explained, according to code, 160 parking spaces are <br />required, however the plan shows 113 spaces. He noted there is su.fficient grass area in the back <br />which could handle the parking. Mr. Burk advised there is an area on the grad.ing plan that <br />denotes unpaved overIlow parldng units. Mr. Conway wondered if this has been laid out as he <br />would like to see the dotted lines drawn in so that it can be determined if the parking is feasible. <br />Mr. Brennan reviewed the site lighting plan. Mr. Burk explained there would be no lighting at the <br />property lines. The poles will be 14 foot high with 175 watt fixtures. Mr. Brennan recommended <br />using a sodiu.m fixture because this property abuts a residential neighborhood. Mr. Burk agreed to <br />this suggestion. The members would like the drive access to be referred to the safety.department <br />for review. W. Herbster wondered why the parldng lot.does not extend across the front of the <br />building, to give a complete circular pattern. He believed this would give the safety forces better <br />access to the building without fiuther intrusion on the abutting residents. Mrs. Scott explained the <br />front patio area is an enclosed area for the residents and opening this area up would endanger the <br />residents of Manor Care. Mr. Manning advised this issue will be referred to the safety forces. Mr.
