R Tallon added to the motion that the proposal is to be referred to <br />architectural review board, however it did not have to retum to planning commission unless major <br />changes are suggested. The motion was seconded by T. Herbster and unauimously approved. Motion <br />carried. The clerk advised architectural review board will meet on April 18, 1997 to discuss this <br />proposaL Mr. Conway asked that material samples be provided at the architectural review board <br />meeting. <br />2) Manor Care, 23225 Lorain Road (will come if variances are granted) <br />Proposal to eonstruct one story building addition and enlarge parking lot. <br />Tabled by planning commission May 27, 1997. <br />To be heard by board of zoning appeals June 5, 1997. <br />Proposal has not yet been reviewed by the architectural review board. <br />Mr. Howard and Mr. Burk, engineer, and Mr. Terwilliger, representing Manor Care, presented plans. <br />Chairman Tallon noted that a letter stated that trees are being torn down, and he was concemed that <br />construction had started. Mr. Terwilliger responded that they had cleared out brush and dead trees, and <br />he was not aware that any living trees had been removed. They had met with the neighbors a month or <br />so ago about this project, and the condition of their rear yard had been one of the complaints. Chairman <br />Tallon advised that if they had to remove any trees they should contact the city forester. Mr. Howard <br />stated that the parking will conform to code and there will be one space for every two beds. Since their <br />property is higher than the adjacent properties, they have located the low spots and are going to install <br />yard inlets with French drains that will tie this into their storm sewer system. They will be replacing the <br />asphalt curb with a concrete curb. The property will be swailed on the east and west side and drained <br />onto the Manor Care site. They have met with the Fire Chief and his assistant regarding another access <br />drive. After reviewing the plans, the Fire Department is not requesting an additional access drive off <br />Lorain Road; however they did request that some emergency parking be installed next to the first <br />entrance for ambulances so fire trucks can get through. They also required two additional hydrants, one <br />on the northeast comer and one on the southeast corner which will be included 'm the plans. The lighting <br />plan shows 150 watt sodium bulbs on 14 foot high poles, originally there were 175 watt bulbs. A 6 foot <br />high board on board fence will run to the south east corner and will be installeci adjacent to the residents <br />to shield them from the headlights, but no mound is planned. Mr. Koeth asked how the neighbors felt <br />about them installing drains on their property. A neighbor, speaking from the audience, stated that the <br />developers have acted 'm good faith and the swail that is being proposed will be on their properry, and he <br />is not sure what the easement will consist o? so he cannot say one way or the other, and neither can he <br />speak for his neighbors. He also stated that they have had a problem for 23 years, and he is happy that <br />they are attempting to eliminate it. Mr. Howard believed that they could find some mutually agreeable <br />language for an easement to ma.ke it acceptable. They will be going about 10 feet into the back yards to <br />install the 8 inch line, the yard inlet and the French drain. City Engineer Deichmann had not seen the <br />most recent drawing, but he cautioned that, depending on the : size of the retention system and the <br />elevation of the yard d.rains, if the retention system fills up there could be ponding on the adjacent <br />system There would be two options, one that the yard drain lines by-pass the retention system or the <br />retention system be made larger so there is no ponding on adjacent property for the designed storm. Mr. <br />Bartko, the neighbor who spoke earlier, stated that he already had a board on board fence. Mr. <br />Terwilliger stated that the new fence was agreed on after they, had a discussion with the neighbors after <br />the last meeting. This fence will follow the same elevation as the existing chain link fence. In reference to <br />the lighting, Chairman Tallon noted that some of the photometrics are as high as 10, but none are shown <br />behind the light. The commission wants it at zero at the lot line. Mr. Howard stated that the lights are <br />directional, box type fixtures and will only face the building. W. Tallon again cautioned it must be zero <br />3
