Tallon called the meeting to order at 7:40 P.M. <br />Present: R. Tallon, T. Herbster, K O'Rourke, T. Brennan and D. Cameron-Alston. <br />Absent: A. Manuing aud R. Koeth. <br />Also present: Building Commissioner Conway, Assistant Law Director Dubelko, City Engineer <br />Deichmaun, and Assistant Clerk of Commissions Coinish. <br />II. REVIEW AND CORRECTION OF MDTUTES: R. Tallon motioned to approve the minutes of <br />September 23, 1997. The motion was seconded by T. Herbster and unanunously approved. <br />III. BUII..DING DEPARTMENT REQLTESTS: <br />1) Horizon Child Care Facility. 23675 Lorain Road (PP#237-5-3 and 237-7-18) <br />Request for conditional use permit to allow operation of a day care facility in a General Business District. <br />(Building plans will be presented at a later date). <br />Mr. Smith and Mr. Grrassa presented the proposal for this conditional use permit. The plan dated <br />November 7, 1997 shows the existing building as well as the proposed expansion. Mr. Grrassa noted this <br />includes some outdoor play areas and development of parking to handle this use. Mr. Smith advised this <br />child care facility will house approximately 122. children comprising six different class rooms. Mr. <br />Herbster wondered if there are any plans for access off of David Drive. Mr. Smith stated at this time their <br />are no plans for access off of David Drive, however this may be considered with a possible future <br />development. Mr. Brennan would like to see the access off of Lorain Road eliminated and to preserve the <br />greenery. It was noted this is for conditional use only and the building plans will come back before <br />planning commission. Mr. Conway advised everytlung appears to comply with the zoning code except for <br />the existing covered area. He noted the majority of the lot is zoned retail, with the exception of the far <br />southernmost corner, which is multi-family. Mr. Tallon opened the d.iscussion up to the audience, but no <br />interest was expressed. <br />R. Tallon motioned to approve Horizon Child Care Facility, 23675 Lorain Road (PP#237-5-3 and 237- <br />7-18), their request for conditional use permit to allow operation of a day care facility in a General <br />Business District. (Bu.ilding plans will be presented at a later date). The motion was seconded by T. <br />Brennan. Roll call on motion: Tallon, Brennan, Cameron-Alston, and Herbster, yes. Mrs. O'Rourke <br />abstained. Motion carried. <br />2) Developers Diversified Realty Corporation <br />25853 to 264.29 Great Northem Shopping Center and 5078 thru 5194 Great Northern Plaza South. <br />Proposal to construct phase two in Great Northem Shopping Center which will include the demolition of <br />several units and the new construction of two buildings, one of which is over 100,000 square feet and is <br />considered a"superstore". This proposal will also include store front renovations to the remaining units. <br />Refenal to the board of zoning appeals is required. <br />Mr. Barrow, Mr. Herschman, and Mr. Sherry presented the proposaL Mr. Barrow, representing the <br />developer, advised this proposal consolidates phases II and III as previously presented. Although the <br />buildings shown on the plan are multiple tenant buildings, Mr. Barrow could not confirm all the tenants at <br />this time. He advised most of the existing smaller tenants willbe moved to create an anchor element for <br />the larger stores such as JoAnn Fabrics, 7 Regal theater, Mares, Comp U. S.A., Kronheim's, Marshalls,
