CITY OF NORTH OLMSTED <br />ARCHITECTURAL BOARD OF REVIEW <br />MINUTES - AUGUST 20, 1986 <br />I. ROLL CALL: <br />Chairwoman Case called the meeting to order at 5:00 p,m. <br />Present: J. Britton, M. Case, and S:. Ebin. <br />Absent: D. Pattison <br />Also Present: Building Commissioner S. Spino and Clerk of Commissions B. Oring <br />II, REVIEW AND CORRECTION OF MINUTES: <br />S. Ebin moved to approve the Minutes of July 18, 1986 as submitted, seconded <br />by J. Britton, and unanimously approved, <br />III. SIGNS: <br />No items. <br />IV. OLD BUSINESS: <br />1) Hennie Homes, property located west of John Knox Church (25200 Lorain Rd.) <br />and east of proposed relocated S.R. 252 <br />Landscape plan. Referred by Planning Commission July 22, 1986. <br />Mr, Zwick,.engineer, explained that Austrian pines with shurbs wi11 be <br />installed as a buffer between the church property and the front parking <br />area and continued around the parking,area adjacent to Lorain Road; some <br />low shrubs and plants will be installed along front of building, and grass <br />will be pianted adjacent to the S.R. 252 right of way. Two or three of <br />the front trees may have to be removed during construction of the roadway <br />in order to construct a temporary drive into the building. Some additional <br />landscaping might be installed along 252 after it is constructed. Since <br />the property drops down, Building Commissioner Spino questioned if this <br />znight be a dangerous situation and would like the road curbed. Mr. <br />Zwick explained that they would consider this, but they are,. planning to <br />grade the road gradually: S. Ebin moved to approve the plans as sub- <br />mitted, seconded by J. Britton, and unanimously approved. Mr. Ebin <br />stated that, after reading the financial history of this property,as ex- <br />lained by members of John Knox Church, he believes that it was a mistake <br />to grant a variance, and if this variance is provisional as the members <br />of the church are contending, this variance should not be granted. He <br />also suggested that since the developer has been compensated for the <br />property, the developer could donate the property to the City for a park. <br />Mr. Spino advised that Barlo Plaza is considering changing to overhead wiring <br />since the Illuminating Company has advised it may be difficult to install <br />service under concrete and questioned if this change must be re-heard by all <br />the Boards and the Planning Commission before a building permit is issued. <br />Mr. Ebin stated that this Board had recommended underground wiring and if
