Violation of Ord. 62-33, Section 1151.04-C. <br />Chairman Remmel called all interested parties before the Board. The oath <br />was administered to Mr. Soros and Mr. and Mrs. Barlik, who live in the house, <br />and a neighbor, Mr. Kramer. They explained that the own four vehicles which <br />they repair and maintain and that they also restore antique cars. They are <br />now converting their basement into a recreation room and need room for storage. <br />Mr. Kramer just wanted to see what the proposal was. Mr. Remmel stated that <br />this is a six car garage and he is concerned that in the.future another owner <br />might try to establish a business in a residential area. R. Bugala moved <br />to provide the request 450 sq. ft. variance for garage area for Leonard C. <br />Soros at 3672 Walter Rd., seconded by C. Remmel. -Roll call on motion: <br />Bugala, Remmel, Gomersall, Graves, and Helon, Nay. Motion failed to pass. <br />Variance denied. <br />3. Chameleon (Buckingham, Ltd.), 25973 Great Northern Shopping Center <br />Request for variance (1133.13). Request 155 sq. ft. variance for sign. <br />Violation of Ord. 62-33, Section 1221.06. <br />Withdrawn by appellant. <br />4. Great Northern Corporate Center, north of 25000 Country Club Blvd. Phase 2 <br />Request for variance (1133.13). Request variance to provide fewer parking <br />spaces than required (960 spaces required, 610 to be provided) for proposed <br />office building. Violation of Ord. 62-33, Section 1212.02. <br />Chairman Remmel called all interested parties before the Board. The oath <br />was administered first to Mr. Carlisle of Biskind Development and Council- <br />man McKay and then to Mrs. V. Manning and Mrs. M: Kersten from Colbrook <br />Condominium Association and Mr. Kagel of Jefferson Place Condominium Associa- <br />tion, whose buildings abut the property. Mr. Carlisle explained that phase <br />one of the Corporate Center now has 480 parking spaces, as required by code. <br />The second building will be 6,000 sq. ft. larger and would require 514 spaces <br />for a total of 994 spaces for both buildings. A study taken by Jaclanan Assoc. <br />October 31, 1985, showed that 11:30 a.m. (which they determined as the peak <br />parking time), 159 spaces were occupied; subsequently, pictures of the park- <br />ing lot were taken at this peak time on February 26, 27, and 28th of this <br />year along with an actual car count. In February, phase 1 had a 60.2% oc- <br />cupancy which, based on the code, would require 289 spaces; and during the <br />peak hours on the days surveyed, those spaces were only 55%, 51%, and 62% <br />full; thus during peak hours there is an actual demand for 3.3 spaces for <br />every 1,000 sq. ft, gross area and the developer is proposing to provide <br />3.63 spaces (or 110% of the peak demand)for every 1,000 sq. ft. gross <br />leaseable area, or a total of 676 spaces for both buildings. They are now <br />requesting a variance of 318 parking spaces (amended from figures originally <br />requested). Mr. Carlisle advised that there would be other studies con- <br />ducted after they reach 100% occupancy and prior to building other phases; <br />and he pointed out that it would not be to their advantage to have insuf- <br />ficient parking for their tenants; and there is ample space to provide
