PLANNING COMMISSION APRIL 8, 1986 PAGE 2 <br />Mr. Bird, the owner, explained that an aluminium facia which wi11 <br />return for about 35' on each side and conceal the different roof ele- <br />vations will be installed; one garage door will be added and the others <br />replaced; large windows will be replaced with smaller,energy efficient <br />windows; large flower boxes will be installed in front of the building; <br />existing front wall sign will be moved to side of building and new wall <br />sign (non-illuminated) will be placed on front of building and will be . <br />illuminated from landscaped area, existing pole sign will remain. The <br />Commission would like additional landscape area adjacent to sidewalk on <br />Lorain Road. Building is only set back about 35' and paved area in front <br />is necessary for deliveries, etcMr. Bird will consider some additional <br />landscaping adjacent to the Ground Round Restaurant. Mr. Bird will <br />bring a site plan of the property to the next meeting. T. Morgan moved <br />that the proposal for alteration of Rad Air Systems, 24260 Lorain Rd. <br />be referred to the Architectural Board of Review, the Safety Department <br />for any input relative to proposal, and to the Building Department to <br />check and make sure the additional signage meets the ordinance and also <br />request-that site-pian be brought back to the next meeting; seconded- by <br />E. Traczyk, and unanimously approved._ -_ <br />4) Meineke Discount Muffler Shops, Inc., east_of Forest City Auto Parfs <br />on the south side of Lorain Rd. <br />Proposal to contruct muffler shop. <br />Mr. Dadian, the owner, explained that split face block building will <br />have four bays facing-Lorain Rd. Building Commissioner Spino pointed <br />out that-only a 3'-area was planned inside the sidewalk-and no land- <br />scaping -3s= shown. - Code requires a,.7' landscaped area, -building_.could _ <br />be moved back=to include this: -Mr. Dadian agreed --that- dumps ter could -°- <br />be enclosed if required. -Plans show brick on rear wall, but developer <br />stated that block was planned; concrete block cannot be used as an ex- <br />terior material. There are some trees on property and he can save one <br />on rear line. During the discussion it was b rought out that the devel- <br />oper is buying the property from the Illuminating Company but that they <br />are retaining the rear 50 foot portion. This subdivision must be pre- <br />sented to Planning Commission and will require a variance from the <br />Board of Zoning appeals. It was suggested that site plan be revised <br />by moving two parking spaces to the right in order to include additional <br />landscaping. Developer agreed to withdraw proposal until he can pre- <br />sent the subdivision plat to the Planning Commission who must then <br />refer to the Board of Zoning Appeals for a variance. Proposal withdrawn. <br />5) Fretters, Inc. south west corner of Sparky Lane and Brookpark Rd. Ext. <br />Proposal to construct retail store. <br />Mr. Klein, architect, explained that this would be a 16,000 sq. ft. <br />white split face.block building with a sign facia over entrances. Land- <br />scaping is planned in front settiack areas adjacent to both Brookpark <br />Extension and Sparky Lane and also on south property line; other land- <br />scaping is spotted through out the parking lot and at each entrance. <br />Pole sigs will be installed in landscaped area, building will be illu- <br />minated from sign area over entrances, and security lights will be in- - <br />stalled on rear of building:- Mr. Bierman suggested that some additional <br />honey locust trees be planted in south landscape area adjacent to Wendy's.
