ROLL CALL: <br />Chairman Bums called the meeting to order at 8: D5 p. m. and advised that <br />item 1, Building Department Request has been withdrawn from the agenda; <br />agenda will also be amended so that item 3, New DeveTopments and Subdi- <br />visions wil.l be heard first and i.tem l, New Developments and Subdivisions <br />will be heard before item 7 under Building Department Requests. <br />Presentt_ R. Bierman, B.. Gorris, E. Traczyk, J. Wixted, J. Brown, and <br />J. Burns . <br />Absent: T. Morgan <br />Also Present: Assistant Law Director J. Dubelko, City Engineer J. Sclialler, <br />BuiTding Commissioner S. Spino, and Recording Secretary <br />B. Oring <br />II. REVIEW AND GORRECTION OF MINUTES: <br />Tfie Minutes of March 27th were eorrected on page 4,. item 3, first line <br />should read: "....3rd westerly curb cut...". J. Brown moved' to approve the <br />Minutes of March 26, 1986 as corrected, seconded by E. Traczyk and unanimously <br />approved. <br />IV. NEW. DEVELOPMENTS AND SUBDIVISIONS: (Heard at this point): <br />3) Rezoning request by Great Northern Properties Company to rezone certain <br />parcels (collectively referred to as Outlot."E") located north of <br />Brookpark Road and between Great Northern Blvd. and Columbia Road,'from <br />the current zones. of Residence, Multiple, and,"C" Residence, Single to <br />a zoning of Retail Business, General. <br />Chairman Burns explained the permitted uses in the two present zoning <br />classifications and the uses permitted in the.General RetaiT zoning. <br />2irs. Watts,' Manager of Publi.c Affairs for Biskind Development Company, <br />advised that the 24 acre parcel is bounded by Brookpark Road, Great <br />Northern Blvd, Columbia Road, and the West Park Estates. This proposal <br />has been explained to the adjacent neighbors in previous private meetings. <br />She introduced the various experts involved in studies made of the pro- <br />pert_y. Mr. Pattison, architect from Keeva Kekst, gave a slide presentation <br />showing the adjacent residential neighborhood, the existing commercial <br />areas and their proposed expansion, and this new. proposed development. <br />He pointed out that any access to these stores would be off Brookpark Road <br />and not through the residential streets. Buffering planned between abut- <br />ting homes and this commercial area would be a 30 foot mounded strip <br />(approximately 51? feet high); with dense landscaping on the residential <br />side with a 5 to 6 foot high screen on top leaving approximately 25 feet <br />of the mound visible on the residential side; roof lines of stores will <br />be residential in character, only the upper portion would be visible to <br />the neighbors but no mechanical units would be seen; service areas would <br />be screened; and low lighting would be directed b ack to the property.
