C <br /> <br />PLANNING COMMTSSION APRIL 22, 1986 PAGE 5 <br />study committe has recommended the termination of Sparky Lane at Lorain <br />Road (ending in a cul-de-sac) and, if this plan is implemented, they <br />should be aware that there would be no access from Sparky Lane to Lorain <br />Road. Commission then discussed the possibility of relocating the pro- <br />posed Fretters:' drive on Sparky.Larie which is approximately'25.feet <br />from the adjaeent Tdendy's drive in order to alleviate some of the traffic <br />congestion. It was suggested that a doub le drive be installed on Brookpark <br />Extension or double drive be shared by Fretters and the adjacent strip <br />sfiopping, eenter. Assistant Law Director Dubelko advised this. could be <br />allowed if the adjacent owner would grant an easement. Police Department <br />also liad concerns about the Sparky Lane drive and also about trucks being <br />able to make the tum, from Brookpark Extension and advised that trucks <br />cannot back into the roadway. It was.. deeided that the curb cut could ' <br />possibTy be enl'arged and' tfie Engineering Department will cheek into this: <br />with their final review. Mr. Klein.stated that trucks ean get around <br />the building and there would;be no reason for them to back into the <br />roadway. The C'ommission agreed that prohibiting left hand tums into <br />the property from Sparky Lane would?help alleviate some of the anticipated <br />traffic problems. The Architectural Board had approved with the recom- <br />mendation that trees be concentrated on the weste m edge of the soutfiern <br />pan hand'le ug to where they meet the building. The Commission would like <br />trees in the entire green area and also recommends sidewalks be instaTled. <br />J. Wixted moved to approve the pxoposal to construct a retail store, <br />Fretters, Inc., on_ the southwest comer of Sparky Lane and Brookpark <br />Extension with the understanding that trees would be planted on the south- <br />erly and westerTy panhandle to serve as, a sh.ield;, sidewalks would be <br />installed on Sparky Lane and Brookpark Extension; and also incorporating <br />the recommendations of the Architectural Board of Review relative to the <br />relocation of the handicapped ramp; and'.that the southem drive accessing <br />Sparky Lane would preclude a left turn entering the site from Sparky Lane, <br />but that both l:eft and right exiting, as well as; right turn entering <br />would be permitted, seconded by E. Traezyk, and unanimously approved. <br />7) Keriny. King Restaurant, 27899 and' 27915 Lorain Rd. <br />Chairman Bums had advised that the assemlily plat listed under NEW <br />DEVELOPMENTS' AND SUBDIVISIONS, (item-1) would be heard prior to hear•ing <br />the building plans?. <br />1); Kenny King Corporation Assembly Plat <br />Location is the south side of'Lorain-Road between McKenzie and Decker Roads. <br />Eroposal is to combine three (3) existing parcels, 235-7-7, 25, and 29 <br />into one (1) parcel, which is the site of a proposed Kenny King Restaurant. <br />(Tabled at the Planning Commission meeting of April 8, 1986). <br />City Engineer Schaller explained that this will be assembling three parcels, <br />into one making a total of 147.6 foot of frontage along Lorain Road. <br />Proposal was tab led at the meeting of April 8, 1986 in order for the Law <br />Department to research the City's position pertaining to the drainage ., <br />easement supposedly held bv the current owner through adjacent property <br />now belonging to Mr. and Mrs. Mahoney, 5402 Dorothy Drive, who have no <br />record of this easement on their deed. Assistant Law Director Dubelko <br />advised that this question has no bearing on the assembly of the lots. <br />In respect to approving the building plans, Planning Commission is re- <br />quired only to approve on the basis of the Zoning Codes and the drainage
