PLANNING COMMISSION JUNE 11, 1986 PAGE 4 <br />one; all lots will conform; the proposed east/west street has been <br />moved north; their sewer system will also serve the new Renaissance <br />development in OZmsted Township, but separate retention systems are <br />plannedo It was explained that no particular builder has been chosen <br />as yet and that individuals might possibly be able to buy lots and <br />bring in their own builder, however, the developers will have some <br />architectural control. Neighbors are concerned since they have flood- <br />ing problems now. Mrs. Chovan, an adjacent property owner, stated <br />that she was unable to build on her vacant land because of these flood- <br />ing problems and that the storm water from this development will be <br />emptying into the same creek. Mr. Scheef, representing Springvale <br />Country Club, explained that during a heavy rain the water cannot get <br />through the culvert and that it should be rebuilt. The developers <br />are planning to rebuild or modify the culvert, rebuild the bridge, • <br />and improve Canterbury Road from the bridge and extend the road south. <br />Neighbors believe that the existing road (from Butternut Ridge to the <br />bridge) must also be rebuilt to accommodate the additional traffic. <br />Mr. Schaller stated that this is under discussion now. J. Wixted moved <br />to approve the Pebblebrook Subdivision revised preliminary p1an, pro- <br />posal to subdivide parcels 235-25-11 and 235-26-1 into fifty nine <br />sublots,.location is west off Canterb ury Road at the south corporate <br />line, seconded by T. Morgan, and unanimously approved. <br />4) Frank Pregano Resubdivision <br />Location is the east side of Columbia Road south of Brookpark Road. <br />Proposal is to re-align the interior property lines of parcels 137-19-2, <br />237-19-3, and 237-19-4. - <br />5) Frank Pregano Rezoning Request <br />Proposal is to rezone parcel number 1 of the Frank Pregano Resubdivision <br />(above) from the current zone of "A" Residence, Single, to Residence, <br />Multiple. <br />Both proposals were discussed together. Mr. Pregano explained that he <br />proposes to re-align the interior property line in order to create 1 <br />large parcel and 2 smaller ones., and will then be requesting to rezone <br />the large parcel to Mu1ti-Family Residence. He stated that the property <br />to be rezoned is adjacent to apartments and there are condominitmms across <br />the street. Mr. Pregano was advised that if this rezoning were approved <br />by Council, it would also have.to be approved by the voters. Neighbors: <br />E. Takach, E. Depenbrok, and J. Lamneck objected to the rezoning on the <br />basis that they would be surrounded by condominiums or apartments; this <br />proposal would devaluate their property which is in the "A" Residential <br />district; they have problems with crime now and more apartments would <br />increase those problems; that Mr. Pregano is selling and moving out; <br />and that rezoning has to stop some place. Mr. Pregano claims th at this <br />is the only use for this property. Chairman Burns stated that the sub- <br />division is to be considered first and that all lots are conforming. <br />Mr. Morgan stated that it is difficult just to view this as a subdivision <br />since the main purpose is to have parcel 1 rezoned. Mr. Pregano advised <br />that he does want the property subdivided even if the rezoning is not <br />approved. J. Wixted moved to approve the proposal to re-align the in- <br />terior property lines of parcels 237-19-2, 237-19-3, and 237-19-4, <br />known as the Frank Pregano Subdivision, located on the east side of
