Chairman Burns summarized the points made during the discussion, <br />the concessions made by the developer to the City and to the adjacent <br />property owner, and concluded that he has no problem with the requestx <br />but questioned if the City is.required to provide a temporary. access <br />since there is a permanent access on a journalized road. Mr. Dubelko <br />advised that they must provid.e temporary access; fiowever, the Commission <br />could request that the developer come back with plans for the permanent <br />access, or it could be approved at this time. Approval also can be con- <br />ditioned on the State granting a permit to use this property. Mr. Morgan <br />pointed out that no specific landscaping plan was presented, and believes <br />this should go to the Architectural Board. The developer is willing to <br />landscape but.pointed out that the Architectural Board made no recommen- <br />dations for additional landscaping, J. Burns moved to approve the Hennie <br />Homes revised site plan, the July 16, 1986 proposal, for the property <br />located west of John Knox Church and east of proposed SR 252 on the con- <br />tingencies that: 1) State approves access for ingress and egress located <br />in their right of way, 2) that a landscaping proposal be submitted to the <br />BZD for their review and approval, 3) that the traffic signalization re- <br />quired by this proposal is acceptable to both the Safety Department and <br />the Engineering Department and that the portion of the cost of the signal- <br />ization required by this development be born by the developer, 4) that <br />provision is made to eliminate any standing water that may be created by <br />the low-lying area to the rear of the building on John Knox property 5) <br />that the proposed relocation of the temporary drive be submitted to the <br />Planning Commission.when construction on SR 252 is to commence, seconded <br />by J. Wixted. Roll call on motion: Burns and Wixted, Yes. Bierman, <br />Gorris, Morgan, Traczyk, and Brown, No. Motion failed. Chairman Burns <br />announced that the Commission would take a five minute recess at this <br />time, but that this proposalhad no.t been completed. Upon the resumption <br />of the meeting Mr. Morgan stated he would like to amend the previous <br />motion. T. Morgan moved that a landscaping plan be submitted to the <br />Architectural Board of Review for its approval prior to being submitted <br />to the BZD, seconded by J. Brown. Roll call on motion: Morgan, Brown, <br />Gorris, and Wixted, Yes. Bierman, Traczyk, and Burns, No. Motion passed. <br />2) Meineke Discount Muffler ShopsD Inc., east of Forest City Auto Parts, <br />on the south side of Lorain Road, <br />Proposal to construet muffler shop. (Heard by the Architectural Board <br />of Review July 17, 1986). <br />Mr. Dadian, the owner, and Mr. Gilliland, architect, explained that re- <br />vised site plan shows the rear parking spaces re-arranged as requested <br />by the Architectural Board of Review, The Safety Department has no ob- <br />jections to the proposal, but the Fire Department advised that if they <br />are offering an oil change service, they must install underground waste <br />oil tanks. Twelve parking spaces are required and 12 are being provided. <br />It was pointed out that building as shown on plan does not conform to <br />code, it has to be either 5' from property line or right on the property <br />line. They will place it on the line. Mr. Spino advised that the fire <br />rating would be the same. J. Wixted moved to approve proposal to construct <br />a muffler shop known as Meineke Discount Muffler, property east of Forest <br />City Auto Parts on the south side of Lorain Road, as submitted with re- <br />vised parking as recommended by the Architectural Board of Review and with
