Morgan, and unanimously approved, <br />3) Carter Plaza, 24749 Lorain Road . <br />Proposal to construct two retail buildings (one to be immediately <br />adjacent to existing building at 24749 Lorain Road). (Heard by Archi- <br />tectural Board of Review July 16, 1986). <br />The Architectural Board had approved the proposal with the stipulation <br />that the handicapped spaces be studied and with the understanding that an <br />acceptable sign criteria package will be developed and presented to the <br />City. The Safety Department had stated that the building to the east <br />sits so close to the road and vehicles park between the building and the <br />sidewalk making visibility very bad for traffic exiting this drive. They <br />suggested that they use the exiting west drive, along with the new drive <br />to the west. Mr. Draeger, the architect, explained that there are four <br />existing curb cuts, they will be closing three of them and will be adding <br />one new one. Since there is some confusion on what the Safety Department <br />means, he will meet with them and work this out. Revised plans show a <br />board on board fence on eastern most property line (ir.portion of which goes <br />east and west), handicapped spaces are in front of building, dumpster will <br />be located between two buildings. Building Commissioner Spino pointed <br />out that this property is zoned General Retail on the front 500' feet and <br />the rear is zoned residential, and suggested that the City look into making <br />the zone l.ines,conform to the property lines. R. Bierman moved to approve <br />the proposal, Carter Plaza, 24749 Lorain Road subject to the provisions 6f <br />the Architectural Board of Review, the Safety Department recommendations, <br />Engineering Department, and especially paying attention, if you can, to <br />Captain Krynak's recommendations, seconded by E. Traczyk, and unanimously <br />approved. <br />4) Ponderosa, Inc., 25779 Lorain Road <br />Proposal to construct an addition to front of b uilding. (Heard by <br />Architectural Board of Review July 16,. 1986)0 <br />Since more parking is required, revised s?fte plans shows 4 additional spaces <br />at the location of the existing landscaping. Architectural Board of Review <br />had recommended that an exception be made to the parking requirements in <br />order to keep this landscaping. Building plans and signs were approved as <br />presented including the reader board providing it is within the code area <br />requirements. Planning Commission cannot grant a variance for parking <br />spaces, but Mr. Jenks, representing Ponderosa, stated that they will be <br />deleting a total of twelve seats in order to have the existing parking <br />conform. Safety Department had no objections to proposal. In response <br />to Mr. Morgans questions, Mr. Spino stated that the stenni material (men- <br />tioned in the Architectural Review Board's minutes) has been approved by <br />the State and he merely requested documentation. B. Gorris moved to <br />approve the Ponderosa construction of an addition in the front of the <br />building as presented, incorporating the recommendations of the Archi= <br />tectural Board of Review with the exception that.the four spaces that <br />were indicated that would need to be added originally are being deleted <br />and the corresponding seating inside will be reduced so that there will <br />be no net change in spaces in the parking lot, and the landscaping will <br />stay as it is, seconded by J. Brown, and unanimously approved.
