A representative of <br />Fairview Medical Realty was advised that the variance as granted would <br />still be in effect if it could be used and was advised that he would <br />be notified when this proposal came before either the Planning Commis- <br />sion or the Board of Zoning Appeals. <br />2) Christ The King Community, located north of the Olmsted Twsp. line, <br />south of 1480 and west off Barton Road. <br />Proposal to construct group home as previously shown on master plan. <br />Mr. J. Young and H. Smith, representing Christ The King, presented plans <br />for the first group home for the mentally retarded to be constructed in <br />the firstphase of the development. Building Commissioner Spino explained <br />that the entire fIle,.including the master plan, for this proposal had <br />been misplaced when the City Hall was moved and suggested that this pro- <br />posal be -continued until all records can be located. Mr. Young presented <br />a copy of the master plan and explained that he is requesting approval <br />for one home which they are planning to build in the spring; another home <br />will eventually be proposed for this phase and when the total development <br />is completed there will be 10 group homes. Each home will house 8 highly <br />functional adults, 18 years and older, most of whom will be attending <br />Cuyahoga County workshops, the others will attend Christ The King work- <br />shops which consists of crafts, speech therapy and classes for those <br />who have behavioral problems. There will be 2 or 3 attendants on duty <br />at all times. Councilman Tallon advised the Commission that when ap- <br />proval was given in July of 1985 for tfie individual residential units in <br />phase 1, it was with the understanding that the group homes would be re- <br />submitted later. Mr. Young agreed and stated that the group homes were <br />always an integral part of the master"plan. The original minutes of Septem- <br />ber, 1981 stated that there would be group homes for 25 to 35 adults. Mr. <br />Young advised that they have actually reduced the number of group homes <br />from 12 to 10. Mr. Burns advised that the adjacent residents are con- <br />cerned with the second group home since it is to be located about 15' off <br />their property line; and they have requested that this home be located <br />further away from their property. Mr. Young stated that this could be <br />a costly change since the underground work has been done, but they could <br />do it if necessary. Mr. Grace, an adjacent resident, stated that he was <br />also speaking for the other residents of Barton Road. He advised that <br />when this proposal was presented to the residents of Barton Road, they <br />were told that the group homes would be located toward the rear of the <br />development and that were also led to believe that there was to be a <br />wooded buffer zone of at least 100' between the first phase and the rear <br />property lines of Barton Road. He pointed out that the back yard of the <br />second home would only be 15'de,ep and not adequate for the residents <br />of the home. He also believes that this will devaluate the adjacent <br />properties on Barton Road. He requested that the Commission respect the <br />rights of the residents. Mrs. Wilkins, another neighbor, stated that the group homes were never mentioned by the developers, that they were <br />told that the people who needed care would be bussed in and out and the <br />only mention of a group homes was in reference to the total care facil- <br />ity which was located at the furthest end of the development. Mr. Young <br />stated for the record that he never said that all mentally retarded would
