PLANNING COMMISSION SEPTEMBER 9, 1986 PAGE 3 <br />be housed in the back end of the Christ The King Community and never did <br />he say that there would not be group homes in the first phase of the de- <br />velopment and that there is a trend in the country against having group <br />homes. Mr. Grace denied this and stated this is not a trend in North <br />Olmsted, and also stated for the record that they (the residents of Barton <br />Road) are willing to go half way and that they were merely asking that <br />these homes be placed awa_y from their homes. J. Burns moved to continue <br />this item until the next meeting to enable the Building Department to <br />locate the original concept plans that were approved by this Commission <br />and also to enable the Safety Department to review the plans for any <br />comments that they might have and that the Regiomal Planning Commission <br />report that was presented at that time be made available to the Commis- <br />sion, seconded by B. Gorris, and unanimously approved. <br />3) Self Service Maxi Wash, 25522 Lorain Rd. <br />Proposal to construct additional driveway off Root Road. <br />(Original proposal heard by Planning Commission September 10, 1985). <br />Ms. S. Lather, General Manager of Self Service Maxi Wash, explained <br />that the single driveway at their location is not safe since incoming <br />and out going traffic use the one drive and it is necessary to make a <br />sharp turn to get into the car wash. She stated customers frequently <br />drive down Root Road looking for an entrance. They are requesting an <br />entrance-only drive on Root Road and reminded the Commission that the <br />original Safety Department report had recommended a drive on Root Road. <br />Mr. Bierman pointed out that the original agreement was to eliminate <br />the drive on Root Road and that they were aware of the problem when <br />they accepted the stipulation. It was suggested that the existing curb <br />cut be enlarged, however, City Engineer Schaller stated the curb cut <br />and driveway are maximum size now and cannot be enlarged. Mr. Wixted <br />questioned when the 6' high wood fence would be installed and why the <br />dumpster was not at the approved location. He was advised by Ms. Lather <br />that the fence would be installed this week and that the collection <br />company could not pick up the dumpster at the approved location. It <br />was suggested that if the dumpster remain in this location, that it be <br />screened. Mr. Wixted questioned why cars could not circle the building <br />and enter the bays from the rear and was advised that cars could not get <br />into the first 2 bays. Councilman R. Tallon stated that there is a <br />definite traffic problem at this location and that there has been no <br />relief from this situation. Neighbors had many objections: there are <br />problems getting out of Root Road now, and with cars turning left to <br />get into the car wash it would make it impossible; Root Road is used as <br />a cut through now; they have requested a traffic light and have not <br />been able to get one; developers were told that they would have traffic <br />problems at this location; this business has caused more problems; <br />objected to dumpster where it is now and since it is on wheels thev <br />believe it should be placed where originall_y approved and moved out to <br />be emptied; impossible to get out of Root Road during holida_y season; <br />have had to call police because of traffic back up from Sohio Car Wash; <br />pedestrians cannot cross Lorain Road at this point. Mr. Burns advised <br />that he had a letter from A. & F. Collin which made essentially the <br />same points. Mr. Morgan stated that Planning Commission had no choice <br />but to approve this proposal when it was submitted originally, however, <br />the developer was made aware of the traffic problems that could be
