Morgan moved <br />that the proposal to construct an additional driveway off Root Road <br />for the Self Service Maxi-Wash at 25522 Lorain Road be denied, and with <br />the request that the Building Commissioner look into moving the dumpster <br />back to where it originally was approved or have it screened, seconded by <br />J. Wixted. Roll call on motion: Morgan, Wixted, Bierman, Gorris, Traczyk, <br />and Brown, Yes. Burns, No. Motion carried. Mr. Burns stated that he <br />believes that -a traffi c hazard has been created on Lorain Road, but he <br />is not sure that an entrance off Root Road is the answer. Mr. Morgan <br />stated that there might be an alternative plan which could be considered <br />but that is not before the Commission at this time. <br />4) Milton's North Coast Bistro, 26324 Lorain Road <br />Proposal to enclose existing porch. <br />Mr. Georgalis, owner, presented plans to enclose an existing front porch <br />with a 7'6" by 25' greenhouse or solarium type addition. The porch on <br />the west side -of the building had been enclosed previously. Cooler shown <br />on plan is not part of this request. Commission questioned if addition <br />will increase the number of seats thus increasing the parking require- <br />ments. Mr. Georgalis advised that he would be putting in a bar and actual- <br />ly reducing the seating capacity; he now has 54 seats and will have 46 <br />when renovation is complete. No seating plan is shown on plan. Building <br />Commissioner Spino stated that his coi:nt showed 34 parking spaces, he <br />did not check the actual number of seats. It was stated that one parking <br />space would be required for each 2 seats. Assistant Law Director Dubelko <br />quoted Section 1212.02 (R) which states "1 space per 50 sq. ft. floor <br />area- or 1 space for each 2 seats, whichever requires the greater number". <br />Mr. Dubelko questioned if the original parking requirements were cal- <br />culated by floor area, and if that included the porch area. It was also <br />pointed out that plan indicates "dining area" for this addition. Mr. <br />Georgalis explained that this is an old plan from a previous proposal <br />and at this time it is not his intention to increase seating, but to <br />improve the looks of the building. Commission would like a current lay- <br />out of the parking area and an interior seating plan presented at the <br />next meeting, but decided to refer proposal to the Architectural Board <br />of Review. B. Gorris moved to refer the Milton's North Coast Bistro, <br />26324 Lorain Road, proposal to enclose existing porch to the Architec- <br />tural Board of Review and at the same time request the Building Depart- <br />ment to review the parking requirements of this establishment after this <br />enclosure is made, and with the request that a revised plan be presented <br />at the next meeting showing the interior floor plan indicating the number <br />of seats planned, and to the Safety Department for their review, seconded <br />by T. Morgan, and unanimously approved. <br />5) Great Northern Shopping Center parking expansion plan, Outlot "D" <br />Parking lot expansion plan for Plaza South. <br />Mr. Carlisle, Biskind Development, explained that these additional 705 <br />parking spaces are located in the vicinity of Plaza South but will serve <br />the entire complex. This is a part of the.total redesigning of their <br />entire parking layout. B. Gorris moved to approve tfie additional 705 <br />parking spaces to Plaza South as outlined on the master parking plan <br />dated August, 1986, seconded by R. Bierman, and unanimously approved.
