J ? <br />PLANNING COMMISSION SEPTEMBER 23, 1986 PAGE 2 <br />can make the owner remove seats or can cite him for not conforming. <br />He called attention to Section 1212.01, paragraph B, of the Zoning <br />Code which indicates that "Standards of Design for Parking Areas'! , <br />would be available in the Building Department, and suggested that <br />the owner and the Building Commissioner review this in conjunction <br />with revising the parking layout. Mr. Georgalis tried to explain:: <br />what he is trying to do stating that he acutally has 40 spaces now <br />and that with these revisions he can easily add 7 spaces. He further <br />stated that he is trying to upgrade his building and is not adding <br />seats. After much discussion, Mr. Georgalis agreed to withdraw his <br />proposal and return with a cbrrect parking plan at the next meeting. <br />He was advised that parking layout should include the correct angle <br />parking and traffic flow; correct location and screening of dumpster; <br />buffer zone, including types of shrubs and planting to be installed. <br />Proposal is contin,ued at the request of the developer until the next <br />regularly scheduled meeting. <br />3) D. 0. Summers, 28210 Lorain Road <br />Proposal to alter former gas station to dry cleaning store with drive <br />through window. <br />Mr. Kluchin, architect, and Mr. Goldberg, the owner, presented plans <br />to renovate former gas station to be used for a dry cleaning store. <br />A new canopy for a drive through window will be added; existing stone <br />work will remain; remainder of the building will be vinyl sided (some <br />windows will be removed); overhead garage doors on rear of building <br />will remain; and new landscaping will be added. There is an existing <br />chain link fence with slats on the rear of the property and the Commis- <br />sion questioned if this-should be replaced with a wood fence similar <br />to the adjacent fence. It was pointed out that they have been re- <br />quiring wood fences recently. Chairman Burns questioned if the southern- <br />most curb cut on West Park Drive should be eliminated. Since one curb <br />cut on Lorain Road will be closed, Mr. Kluchin believes that both curb <br />cuts on West Park are necessary for traffic pattern. In response to <br />the Building Commissioner's question, Assistant Law Director Dubelko <br />advised that West Park would be considered a side street so that a 25' <br />set back for the canopy would be required (canopy is actually 40` from <br />the right of way). Mr. Kluchin advised that the old gas tanks have <br />been removed. Mr. Goldberg explained that the dry cleaning units are <br />sealed and._self contained so there will be no fumes, but that the over- <br />head doors will be used for ventilation since the laundry and cleaning <br />areas are not air conditioned. B. Gorris moved to refer the D. 0. <br />Summers proposal, 28210 Lorain Road to the Architectural Board of Review, <br />to the Safety Department for their review, and to Engineering, and we <br />would like the Archifiectural Board of Review's opinion regarding the <br />screening along the residential lot line to the north of this develop- <br />ment, seconded by J.
