Gorris moved to refer <br />the Fraulein's proposal to convert an existing commercial building to <br />a lounge and restaurant at 25700 Lorain Road to the Architectural Board <br />of Review for their input, would like also to refer to the Safety <br />Department for their input, and Engineering Department for review of <br />retention requirements, would also like to refer it to the Law Depart- <br />ment as to the question of the required width for the drive to the <br />rear, the question as to the request for a 2 year moratorium in order <br />to comply with an 18 foot drive, wliether the 18 foot drive is necessary <br />re.lative to the shared use with Volkswagon, or whether a variance is <br />required, and request that the Architectural Board pay particular <br />attention to any screening on the front in light of Sisters' allegation <br />that customers for this building currently use their parking and in all <br />prob ability this would increase as the business in this new development <br />increases, and with the express request that Mr. Spino doub le check <br />the parking on this one since there wouid appear to be a descrepancy <br />in the seating as shown on the plan, seeonded by T. Morgan, and unani- <br />mously ap.proved. <br />3) Crestmont Gorporation, 27000. Lorain Rd: (heard at this point) <br />Pr-oposal to install 7'' chain Tink fence witli liarbed wire on top.. <br />No representative was present. Chairman Burns.stated that the Law <br />-" Department has advised that under the codes of the city, barbed wire <br />is_not permitted. Mr.- Bierman questioned why this was on the agenda. <br />andwas, advised that thi.s stipulation is not in- either the Building <br />Codes or the Zoning Codes. T. Morgan moved that the Elanning Commis- <br />sion deny the installation. of a 7 foot chain link fence'with barbed? <br />wire on, top for the_Crestmont Corporation as tfie barbed wire is not <br />permitted in the codes for the City of North Olmsted, seconded by R. <br />- Bierman, and; unanimously approved. <br />IV.. OLD BUSINESS: <br />Regarding the proposed charfer amendment suggested by Planning Commission <br />requiring a councilmatic review of decisions of the Board of Zoning Appeals, <br />Mr. Burns has been advised by the Law Department th at this may be in conflict <br />with State statutes.
