After some discussion it was deter- <br />mined that the house is partially encroaching into the 50' front <br />set back and any alteration would need a special permit from the <br />Board of Zoning Appeals. Assistant Law Director'Dubelko advised <br />that the ramp probably would not require a variance, since it would <br />be considered as a sidewalk. Mr. Hoffman, neighbor to the rear, <br />would like some type buffer in the rear of his property. Mr. Boss <br />will work out some type buffer with Mr. Hoffman. Mr. Dubelko advised <br />that since proposal appears to be non-conforming it cannot be for- <br />warded to the Architectural Board of Review until a special permit <br />is granted by the Board o,f Zoning Appeals. Proposal was withdrawn. <br />5) Galati's Auto Service Center, 27539 Lorain Rd. <br />Proposal to add to existing garage, review of site plan and landscape <br />plan. (Special permit granted April 10, 1986 by the Board of Zoning <br />Appeals;. special permit approved by Council May 7, 1986). <br />Mr. Galati explained that revised site plan reflects the stipulations <br />made by the BZD Committee which were contingent to the approval of the <br />special permits board on board fenced enclosure to contain cars <br />which are waiting to be repaired and enlarged landscaped areas. BZA <br />Committee had stipulated 25 parking spaces, 10 inside the enclosure <br />and 15 outside; this plan shows 30.spaces, 12 inside enclosure and <br />1$ outside. Mr. Dubelko advised that proposal could be referred to <br />the BZD for clarification. Planning Commission has no problem with <br />the extra spaces inside enclosure, but wants the three employee spaces <br />adjacent to Lorain Rd. removed. Site,plan must reflect the BZD's <br />stipulations and if that committee decides to allow more spaces, they <br />can so state with their final approval. Mr. Morgan questioned the need <br />for Planning Commission's approval since BZD has put these stipulations <br />on it. Mr. Gorris stated that property is in violation now and he can- <br />nof see approving proposal, Councilwoman Saringer, Chairwoman of the <br />BZD Committee, stated that the committee is hoping to improve the sit- <br />uation that exists at this location. J. Burns moved to refer the <br />Galati proposal to construct an addition to the Architectural Board of <br />Review, the Safety Department, and Engineering, and request that when <br />plans are forwarded back to the Planning Commission that the site plan <br />be redrawn to reflect 25 parking spaces as directed by Council. Roll <br />call on motion; Burns; Brown, Bierman, and Traczyk, Aye. Gorris and <br />Morgan, Nay. Motion carried. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Cleveland Electric Illuminating Company Subdivision <br />Location is the south side of Lorain Road east of David Drive. <br />Proposal is to split off the "rear portion of parcel 237-5-3 (which <br />fronts on Lorain Road) and join it to the rear portion of parcel <br />237=5-23 (which fronts on David Drive). <br />Proposal is to split off rear portion of lot facing Lorain Road and <br />assemble it to other Cleveland Electric Illuminating Company property <br />to allow a driveway onto David Drive. Assistant Law Director Dubelko <br />advised that front width of lot and square footage is non-conforming
