lr <br />CITY OF NORTH OLMSTED <br />BOARD OF ZONING APPEALS <br />SPECIAL MEETING <br />MINUTES - JUNE 24, 1985 <br />Chairman Remmel called the meeting to order at 7:30 p.m. <br />Present: R. Bugala, R. Gomersall, E. Graves, J. Helon, and C. Remmel <br />Also Present: Law Director M. Gareau, Building Commissioner E. Gundy, <br />. Councilman Wilamosky, and Recording Secretary B. Oring. <br />The Minutes-of June 12, 1985 will-be deferred until the next regular meeting. <br />1. Biskind Development Co., south side of Country Club Blvd. (between Victoria <br />Plaza and I-480) Parcel "C". <br />Request for.variance (1133.13). Request variance from_parking space re- <br />quirements .(9' by 20' spaces required - 8'6" by 18' -requested) . Violation <br />of Ord. 62-33, Section 1212,01 (A): <br />Chairman Remmel called all interested parties before the Board. The oath was <br />administered to R. Carlisle, representing Biskind Development Co. and W. <br />Jackman, traffic consultant for the developer, who explained request to re- <br />duce size of parking space to 8'6" by 18' (9' by 20' is required); aisle <br />between spaces will conform; space saved will be reserved and landscaped <br />so that if space_size is not satisfactory spaces can be enlarged. It <br />would not be to the developer's interests-if- parking=-were difficult.-- If <br />it were necessary to enlarge the pa?rking spaces, they_.would firSt enlarge <br />them to 9'_ wide_and retain the L8' length,.__and_then later, if_deemed neces- <br />sary, they would go to the conforming space of 9' by 20'. Chairman Remmel= <br />advised that if variance is granted, they can go back to a conforming size <br />without any approvals, however, if they want- to-use the 9' by 18' space, <br />they would have to return to the Boarde It was stated that this request <br />is only for the hotel and off ice building, not for any other of the Biskind <br />properties or other buildings on this site. Mr. Jackman presented studies <br />which stated that in the 1970's the average size car took up approximately <br />63% of the 9' by 20' space; today the average car is.taking up 47% of that <br />space; and with the proposed smaller spaces, the average car would only be <br />using 56% of the space. Some studies have recommended even smaller spaces. <br />Stations wagons have been included in study; vans might be a problem, width <br />of biggest van is 6'7", however vans have standard size front doors and <br />rear doors are sliding. Mr. Bugala objected that even though cars are smaller, <br />doors were larger and that the proposed spaces are too small and parkers fre- <br />quently use two spaces now. He also questioned the total parking spaces <br />required which was figured under the combined use for the hotel and office <br />building, stating that he believed that hours of use would overlap for the <br />two buildings. Mr. Jackman countered that car doors were not larger than <br />they were,'the proportion of the door size to the car is larger. It would <br />not be to-the developers advantage if the number of spaces were inadequate. <br />h No precedent is being set since this is basically a test and variance would <br />• be granted to this proposal only. Law Director Gareau stated that he had <br />suggested-a.t the P-lanning Commission meeting -that land be reserved and that <br />this parking area could be used as a test area for the smaller spaces before
