y:.
14?
a
PIINUTES OF THE NORTH OLMSTED LANDMARKS COMMISSION
OCTOBER 3, 1985 --SPECIAL MEETING
PRESENT: BETTY LORD, CHAIRPERSON, Bob Parry, Sharon Flemming
Gloria Sell and Mike Patton
The Meeting was called to order by Betty Lord, Chairperson at
8:15 pm. This meeting was called in order to clarify and to
act upon the Butternut Road Districting situation.
The Districting Committee presented its report concerning the
Buttermut Road Historical Districting. The difference between
a CLG Qualified district and a Cistrict under the North Olmsted
City Ordinances was discussed.
It was decided to try to first set up and create The Butternut
Road Historic District in accordance with the City Ordinances.
The Commission was going to try to make the District comply
with CLG requirements when it possibly could. The reason for
this is because we hope to become CLG at some point in the future,
and if we could establish our district in line with CLG require-
ments it would be easier to comply in the future.
It was decided that the North Olmsted Landmarks Commission would
serve as the Body that held Public Hearings on Districting. It
was felt that since it was our project and since the Commission
had the time and the expertise, that it would best serve the
Community's interest if the Commission acted in this capacity.
Once a District is established there must be a Review Body that
approves or disapproves of any changes in the structures that
are within the Historic District. GLC requires that such a
Body have certain professionals and/or people with certain skills
on such a Review Body. The Landmarks Commission has such quali-
fied persons on its committee. This review body would have to
achieve at least a working relationship with the Building
Department in order to be informed of any building permits that
might be issued to homes within the District.
It was decided that the N.O. Landmarks Commission would serve
as a Design Review Body. It was also decided that if structures
within the District failed to comply with our Standards that
they would lose their designation as a Plaqued House.
Several Motions were approved at the mee'ting:
1) Moved that the N.O.L.C. should establish some definite criteria
as to what a"Historic District" is. , Moved by Mike Patton,
seconded by Bob Parry, Passed Unanimously.
