<br />,JF4 \K <br />,O'' w <br />PLANNING COMMISSION <br />MARCH 12, 1985 <br />PAGE 4 <br />on McKenzie; the first segment will be completed this summer and the <br />entire project will be completed in two to three years. When final <br />plans are submitted to the Cleveland Water Department they will be <br />reviewed for adequacy of volume of supply and pressure. Mr. Gorris <br />was concerned that tliere was no of knowing if water pressure was ade- <br />quate prior to the submission of final plans. Some property owners <br />were present, but they made no comment. T. Morgan moved that.the <br />preliminary plan for the proposed roadway within the Industrial Park <br />be approved as shown, seconded by J. Brown, and unanimously approved. <br />V. COMMIJNICATIONS: <br />Memo from Safety Department regarding the Timber Trails ground signs which <br />were referred to the BZD committee on February 26th which reads as follows: <br />On February 27, 1985, we received a request to review ground sign <br />plans and comment on any concerns./ This request was forwarded to <br />the North Olmsted Police Department for their review and comments. <br />Their Capt. R. Krynak advises that he would not recommend any sign <br />which is set within the Right Of Way. He states that Section 2-A-3 <br />of the Uniform Traffic Control Devises states this well. He quotes <br />"Any sign placed on the highway Right Of Way by a private organiza- <br />tion or individual constitutes a Public Nuisance. All unofficial <br />signs should be removed as they weaken the value of Traffic Signs. <br />Furthermore, he agrees with the Asst. Law Director when he showed <br />concern to the Planning Commission over potential liability for <br />these signs. Capt. Krynak states several reasons they should not <br />be placed, and they are as follows: /1. They would damage a vehicle <br />extensively if struck, they are not break away, they are in fact <br />very sturdy looking signs./ 2. They are a height and size that kids <br />may hide behind them and run into traffic from behind them./ 3. They <br />have the strong possibility of being struck by either a bike or a <br />vehicle./ 4. They will catch all snow and salt from plows and I <br />think they will deteriorate rapidly./ 5. Less then 2 car lengths <br />from the Stop Sign will detract from the Stop Sign. / cc: Ron Tallon, <br />Councilman/ Chairman - BZD Committee <br />It was noted that the BZD Committee received the memo and that signs <br />were approved by Council. <br />VI.
