Neighbors were called <br />before the Commission and stated many objections: ditch is on private <br />property, and they will not give easement to developer; if water is <br />pumped to Lorain Road, water will end up in the same ditch which is <br />not adequate to contain it (they fear there is a real possibility of <br />flooding), Mr. Wagner, a supezintendant at the Waste Water Treatment <br />Plant, explained why any proposal in this vicinity would cause flood- <br />ing problems (his basement windows are only 4' from ditch which has <br />come close to flooding); public address system from north lot can be <br />heard in their homes, they would like a beeper system for this loca- <br />tion; property on north side of Lorain is unkempt now (they presented <br />pictures) and they want a solid wood fence and foliage to screen from <br />sight and fumes; additional parcels are being negotiated for and this <br />lot will probably be expanded and repair facilities wi11 possibly be <br />installed. Driveway on west side of property is only 5' away from <br />adjacent retaining wall which is on property zoned comi-nercial, but is <br />residential in use. Neighbors questioned if Mr. Halleen would work <br />with them in-regard._to landscaping, buffers, fences,_etc. Mr. Geiser <br />stated that Mr. Halleen would meet all city codes. Assistant Law <br />Director Dubelko advised that the drainage and water problems must <br />be reviewed and approved by. the Engineering Department, Planning Com- <br />mission only reviews to make sure proposal conforms with the Zoning <br />Codes. Mr, Gorris reminded the neighbors that Council has the final <br />approval. Councilman Tallon requested that Planning Commission table <br />plan since outside lighting on side and rear of property and speakers <br />for paging system are not shown on plan. The Commission decided to <br />forward to the Architectural Board and request that plans be submitted <br />which reflect solid fencing; some type tall vegetation on property <br />line adjacent to residential property; lighting plans; plan showing <br />location of_ speakers. B. Gorris moved to refer the Haileen proposal - <br />to the Architectural Board of Review and that that board pay parti- <br />cular attention to screening between this property and the adjacent <br />residential districts, that, at the time they go to the Architectural <br />Board, in addition to this landscaping plan to provide the screening, <br />that we also have the plans detailed for the intended lighting and <br />communication system for the parcel to the Architectural Board of Review, <br />I'would also like to suggest to the Architectural Board that there <br />seems to be a strong bias on the part of the residential neighbors to <br />at least have a minimum of solid fencing and some of the suggestions were <br />possible foliage to help reduce any exhaust fumes; I would also like <br />to suggest that to Mr. Halleen, if there is any positive suggestion <br />that he may have for possibly buffering his parcel to that parcel to <br />the west, while we realize that it is commercial, it is presently <br />occuiied as a residential district; I would also like the Law Dept. <br />at that point to report back on their findings regarding the westerly <br />line; I would like to forward a copy of this plan to the Safety Dept. <br />for their input; and to Engineering for their input; I would also <br />like the Law Director to be prepared to advise the Planning Commission <br />of exactly how the noise ordinance works and how it is enforced, at <br />the next meeting, seconded by J.
