In effect, this <br />is denying the developer the use of his land. He was advised that a <br />variance could be requested from the Board of Zoning Appeals_'Mr. <br />Manning stated that there is no definition of a side'street in the <br />Zoning Codes, and it could also be speculated that a side street is <br />a street that runs along the side of a building, and that the major <br />entrance is off Lorain Road. T. Morgan moved that the Hennie Homes <br />proposal to construct a retail building west of 25200 Lorain Road <br />presented this evening be denied, in as much as the Law Department <br />has ruled that the proposal would violate Section 1174:03 relative to <br />set back requirements from the proposed State Route 252, seconded by <br />E. Traczyk, and unanimously approved. <br />2) Forest City Enterprises, 26185 Great.Northern Shopping Center. <br />Proposal to construct garden center at=rear of store.. <br />(Heard by the Architectural Board of Review September 18, 1985). <br />Plans had been approved as submitted by the Architectural Board with <br />the stipulation that the barbed wire.be removed.from.the top of the <br />fence.. New parking plans was submitted'; this adds some addition park- <br />ing.-..J?-:Br-own moved to?approve the Forest City-.Enterprises proposal . <br />to construct a garden center at the rear of their store st 26185 <br />Great Northern Shopping Center with the recommendation of the Archi- <br />tectura'l Board of Review to eliminate the barbed wire on the top of <br />the fence; seconded by J. Wixted,-and unanimously approved. <br />3) Jamestown Village Apartments, located at approximately 4775 Columbia Rd. <br />Proposal to construct Phase VI, consisting of four (4) buildings, - <br />containing a total of thirty-six uriits.. <br />(Heard by the Architectural Board of Review September 18, 1985). <br />Mr. Ruza, Architect, presented plans which had been approved as <br />presented by the Architectural Board of Review. The Safety Depart- <br />ment report had recommended.that the drive be interconnected with <br />older drives on the property so that the entire development is <br />connected, since if police get into the wrong drive, they have to pull <br />back onto Columbia Road to get to the other.section. This_is not <br />possible because one drive is owned by the condominium which has the <br />same name.. Signage could.•probably•indicated...drives t.o each-separate <br />development. Mr. Dubelko advised that-he doubted--that the owners <br />of the condominium could be compslled to construct a connecting dr.ive. <br />J. Wixted moved to approve the Jamestown Village Apartments proposal <br />to construct Phase IV, located at 4775 Columbia Road consisting of <br />four (4) buildings, containing a total of thirty six units as sub- <br />mitted, seconded by J. Brown, and unanimously approved. _ <br />it was decided to liear the Assembly plat listed under New Development - <br />and Subdivisionsat this point: <br />Jamestown Village Assembly Plat, location is the east side of Columbia <br />Road between Brookpark and Elm Roads. <br />Proposal is to combine parcels 237-18-2, 237-18-3, and 237-18-4 and <br />237-18-5"into one (1) parcel, which is the site of proposed Jamestown
