If .
?
CITY OF NORTH OLMSTED
BOARD OF ZONING APPEALS
MINUTES - JANUARY 4, 1984
Chairman Remmel called the meeting to order at 7:30 p.m.
Present: R. Bugala, E. Graves, L. Horvath, and C. Remmel.
Also Present: Law Director M. Gareau, Building Commissioner E. Gundy,
and Recording Secretary B. Oring.
The Board reviewed the variance granted for L'Escargot Restaurant sign
granted at the meeting of December 7th. There was some confusion since the
agenda item requested a special permit, and the Board granted a variance.
The Board had previously determined that if a sign was 50% altered a vari-
would have to be granted and changing faces on the sign would be considered
a 50% alterati;on. R. Bugala moved to correct the Minutes of December 7,
1983 to reflect that in fact, a variance was granted for the L'Escargot
restaurant pole sign and not a special permit and this is consistant with
a previous ruling that had been made with respect to the Ohio Savings
sign on Great Northern Blvd;i.e.,that when a sign face is replaced when
there is a new owner, the sign, for purposes of determining whether it
is appropriately placed if it doesn't meet the ordinance and the facia is
replaced, then for all practical purposes, it is more than 50% depleted
or diminished, and when they come back in they must get a variance in
order to be permitted to replace the facia.. Also, item 1, Standard Oil
Co., the 7th sentence should read "...of the canopy that will not extend
beyond the pump locations, seconded by L. Horvath, and unanimously ap-
proved.
Chairman Remmel announced that member Thomas Restifo has resigned as of
December 29, 1983. L. Horvath moved to accept the resignation, seconded
by R. Bugala, and unanimously approved.
Regarding the request for a ruling by Great Northern Properties, originally
-'scheduled for the December 7th meeting, Mr. Remmel advised the Board that
the appellant is again req_uesting that the item be further continued. E.
Graves moved to cbntinue the Great Northern Properties request until the
next-meeting in February, seconded by R. Bugala, and unanimously approved.
Election of Officers:
L. Horvath moved to nominate C. Remmel as chairman, seconded by E. Graves.
L. Horvath moved that the nominations be closed, seconded by E. Graves.
Roll call on motion: Horvath, Graves, and Bugala, Aye. Mr. Remmel ab-
stained. Mr. Remmel is chairman for 1984.
R. Bugala moved to nominate E. Graves as Vice-chairman, seconded by L.
Horvath. C. Remmel moved that the nominations be closed, seconded by L.
Horvath. Roll call on motion: Remmel, Horvath, and Bugala, Aye. Mr.
Graves abstained. Mr. Graves is Vice-chairman for 1984.
